Job description

As part of the Long-range Planning Team, the Principal Waterfront Planner will serve as the San Francisco Bay Conservation and Development Commission (BCDC)'s lead for collaboration with the Port of San Francisco and other relevant agencies and partners. The Principal Waterfront Planner will design and lead complex planning projects related to waterfront development and bay resources, sea level rise and climate change, and public access. Potential projects could include amending BCDC's San Francisco Waterfront Special Area Plan, participating and developing a planning process examining the Public Trust and rising sea level, and coordinating BCDC's engagement with adaptation and resilience planning along the San Francisco waterfront. The Principal Waterfront Planner will support BCDC's Regulatory teams by developing guidance for agency work along the San Francisco Waterfront and conduct some regulatory activities, including reviewing, analyzing, and permitting proposals that require special Regulatory and Planning coordination.
The Principal Waterfront Planner performs a wide variety of complex planning functions, including: literature research, presentations and technical policy writing on complex planning issues and concepts, policy and data analysis, participating in efforts related to social equity and environmental justice and climate change, and training and mentorship of Long-Range Planning Team staff. Working in partnership with the Port of San Francisco, along with other public agencies and interest groups, the Principal Waterfront Planner develops and presents planning and regulatory recommendations to the Commission.

BCDC's office is our headquarters in downtown San Francisco. BCDC is a hybrid workplace and offers telework for all employees. Telework is available for this position in accordance with BCDC's Telework Policy and Procedures. Telework is available for this position in accordance with the San Francisco Bay Conservation and Development Commission (BCDC) Telework Policy and Procedures with a minimum of two in-office days per week.
Effective July 1, 2026, the implementation of a default minimum of four in-person days per week is a statewide requirement for agencies and departments, consistent with Executive Order N-22-25 and guidance released by the California Department of Human Resources (CalHR) . This Telework Policy is subject to change.

The San Francisco Bay Conservation and Development Commission (BCDC) is a State of California government agency located in the City of San Francisco with regulatory and planning responsibilities over San Francisco Bay, the Suisun Marsh, and along the Bay Area's nine-county shoreline. BCDC is guided in its actions by state and federal laws, including: the McAteer-Petris Act, Suisun Marsh Preservation Act, Coastal Zone Management Act; and its policies, including the San Francisco Bay Plan, Suisun Marsh Protection Plan and various special area plans. Through its laws and policies, BCDC protects hundreds of miles of shoreline, collaborates with local, regional, state and federal agencies, and facilitates the implementation of the San Francisco Bay Trail and the San Francisco Bay Area Water Trail. BCDC is a leader in preparing the region for rising sea level through its adoption of Bay Plan Climate Change Policies; the Adapting to Rising Tides Program; and Bay Adapt, a collaborative effort to identify actions that will advance the region's resilience .

We are seeking a talented and driven coastal planner to design and lead policy research and development on behalf of BCDC. You should be an effective and analytical problem solver with excellent communication and collaboration skills. This role requires close communication with local, state, and federal agency staff, including the Port of San Francisco, and other project stakeholders, community-based organizations, and with BCDC's regulatory and planning staff.
You should feel comfortable working independently and leading projects. Ideally, you will have experience and interest in coastal or natural resource management, sea level rise adaptation, and collaborative land use planning, as well as environmental justice and social equity. Knowledge of California coastal zone management, land use and environmental planning principles, including familiarity with CEQA is highly desirable.
