Description
We are currently seeking:
A Backflow Inspector to join our team. This is an experienced, technical position performed under general supervision to inventory, track, monitor, and test backflow prevention assemblies for the protection of the potable water system. Incumbents should be certified in backflow prevention assembly testing, repair, and installation, or be able to acquire certification within 30 months of hire. The main focus of this position is to ensure proper operation of all backflow assembly devices used in the protection of the San Angelo water distribution system in accordance with established policies and procedures. Work requires frequent customer contact for inspection of facilities and plumbing employing the use of backflow preventers. Work is performed under the supervision of the Water Quality Division Supervisor.
Job Responsibilities:
  1. Performs routine field and on-site inspections of backflow assemblies to ensure conformance to standards; locates, tests, diagnoses, and troubleshoots all type backflow devices in use.
  2. Completes and files inspection reports and conducts follow-up inspections and schedules.
  3. Data entry, query, retrieval, and tracking utilizing spreadsheets and / or database programs and peripheral devices.
  4. Must be knowledgeable in federal, state, and local codes and regulations in regards to proper backflow device use, installation, and maintenance.
  5. Frequently interacts directly with customers to explain requirements in regard to backflow and cross-connection compliance; while conducting field testing.
  6. Performs other duties or special projects as requested related to the area of responsibility.
  7. Must have a thorough understanding of the types, operation, maintenance, and troubleshooting of gauges and devices designed for the testing and inspection of backflow prevention devices.
  8. Serves as essential personnel during natural or man-made disasters and emergencies.
  9. Maintains availability for on-call work status.
  10. Assists other Water Utilities divisions with special work projects as deemed necessary.
  11. Regular and timely attendance is required.

Requirements
Education and Experience:
  • High school diploma or an equivalent combination of education and experience.
  • Two years of experience in inventory, tracking, monitoring and testing of backflow prevention assemblies for the protection of the potable water system.

Required Licenses or Certifications:
  • Must have a valid Texas Driver License with a good driving record.
  • Must be able to acquire a Customer Service Inspector (CSI) license within 12 months of hire and be able to maintain that license while holding this position.
  • Must be able to acquire a Class D Water Operator license within six months of hire.

Required Knowledge of:
  • Previous experience and knowledge of general plumbing practices is recommended.
  • Previous experience with the operation, testing, and maintenance of all types backflow devices is recommended.

Required Skill in:
  • Must be courteous and respectful in dealing with the public.
  • Must be able to apply common sense understanding to carry out instructions furnished in written, oral, or diagram forms. Must also be able to deal with problems involving several variables in standardized situations when immediate guidance from the supervisor may not be available.
  • Skills in the use of gauges, plumbing, and test equipment preferred.
  • Familiar with the use of computers, spreadsheets, and databases preferred.
  • Ability to learn streets and meter locations within the service area.
  • Ability to fill out reports and work orders with good penmanship.

Physical Demands / Work Environment:
  • Must be physically capable frequent driving and visiting facilities throughout the community.
  • Must be physically capable of the use of backflow testing equipment, including attaching test hoses, turning valves, and installing and removing test devices.
