Job Description
The Railroad Commission of Texas is seeking a creative and motivated Multimedia Specialist to create compelling visual and audio content that communicates the agency's mission, programs, and impact. In this role, you'll lead the development of videos, photography, podcasts, and digital storytelling that highlight the agency's mission, programs, and impact across platforms.
Collaborating with the Communications Office, agency leadership, and subject matter experts, you'll transform complex topics into engaging, accessible content that strengthens public awareness, promotes transparency, and enhances the agency's brand. This position reports to the Director of Communications and will perform related work as assigned.
Essential Job Duties
  • Plan, shoot, edit, and produce highquality videos for agency initiatives, including but not limited to public service announcements, social media, website content, internal communications, and special events.
  • Capture professional photography and videography at agency events, meetings, field operations, press conferences, and official functions.
  • Serve as a producer for the agency's podcast, including preproduction planning, recording, audio editing, publishing, and promotion.
  • Utilize creative concepts and multimedia storytelling strategies that effectively communicate complex agency programs and initiatives.
  • Operate and maintain professional camera, lighting, audio, and editing equipment.
  • Create graphics, motion graphics, captions, and other multimedia elements to enhance digital content.
  • Manage the agency's digital media asset library, including file organization, archiving, and metadata management.
  • Assist with live event production, livestreams, and virtual broadcasts as needed.
  • Ensure all multimedia content complies with state accessibility requirements, branding standards, copyright laws, and agency policies.
  • Perform related work as assigned.
  • This position may require some travel.

Minimum Qualifications
  • Bachelor's degree in communications, journalism, multimedia production, digital media, film, photography, public relations, or a related field.
  • Three (3) years of professional experience in videography, photography, multimedia production, digital communications, or a related field.
  • Experience producing professionalquality video and audio content from concept through final delivery.
  • Experience with professional video editing and audio editing software.
  • Experience and education may be substituted for each other on a yearforyear basis.
  • Excellent organizational, communication, and timemanagement skills.
  • Valid Texas Driver's license and good driving record.

Preferred Qualifications
  • Extensive knowledge of professional videography, photography, lighting, and audio production techniques.
  • Experience producing and editing podcasts from concept through publication.
  • Proficiency with Adobe Creative Cloud, including Premiere Pro, Photoshop, Lightroom, Audition, and After Effects.
  • Experience operating DSLR and mirrorless cameras, professional audio and lighting equipment, and techniques.
  • Experience working in a government, public affairs, or public information office.
  • Experience producing podcasts or other longform digital media.

  • Principles and best practices of multimedia production, including videography, photography, audio production, video editing, and digital storytelling.
  • Digital media trends, social media platforms, and content optimization strategies.
  • Creating engaging visual stories that communicate complex information clearly and effectively.
  • Managing multiple projects simultaneously while meeting deadlines and maintaining attention to detail.
  • Producing, filming, editing, and delivering highquality multimedia content for web, social media, presentations, and other communication channels.
  • Ability to follow established brand guidelines while producing creative, highquality work.
  • Ability to collaborate effectively with crossfunctional teams and incorporate feedback.
  • Ability to work independently and manage projects from concept through completion.
  • Ability to communicate ideas clearly to both creative and noncreative stakeholders.
  • Ability to adapt to changing priorities in a fastpaced, publicsector environment.
  • Occasionally travel to agency offices, events, or field locations to capture multimedia content.

Additional Information
Work Hours and Telework: Standard office hours for Commission employees are 8:00 a.m. to 5:00 p.m., Monday through Friday. Our agency offers alternative schedules for employees, provided they do not adversely affect operations or service levels and standard hours of operation are maintained. The Commission may also offer telework in accordance with the agency's approved Telework Plan. Alternate work schedules may be discussed with the hiring manager during the interview process.
