Job Description:

L3Harris Technologies is seeking an experienced Program Manager to support the Space Ground Solutions PMO team, overseeing the communication, planning, organization, and control of project, program, and proposal teams. The Program Manager serves as the primary customer contact, responsible for program quality, cost, schedule, and overall performance. This role manages one or more development programs or leads portions of larger programs involving development, testing, fielding, O&M, or production of defense products with significant software content. The PM may oversee major subcontractors, managing their cost, schedule, and technical requirements, and regularly briefing leadership and customers on status and issues. They will also establish milestones, ensure performance to contractual requirements, and lead cross-functional teams supporting subcontractor management.

Essential Functions:

Manage the daytoday operations of large, complex project initiatives of strategic importance to the organization
Manage all aspects of the program, including cost, schedule, and technical performance
Work synergistically with the Senior Program Manager and Chief Engineer to ensure program success
Ensure aspects of the program-such as risk management, configuration management, property management, subcontract management, security, and contracts-are executed in accordance with the contractual/purchase order requirements
Ensure delivery of contractual/purchase order items such as CDRLs/SDRLs
Work with company functional leaders to plan, staff, and tool the program
Interface with the customer on behalf of the program
Present program performance data and metrics at program management and customer reviews
Deliver Program Management Review/Estimate at Complete (EAC) presentations to company management
Lead or delegate proposal generation for the program
Travel up to 25%

Qualifications:

Must Have an Active Top Secret Clearance with SCI eligibility
Bachelor's degree and a minimum of 12 years of prior relevant experience; Or, Graduate degree and a minimum of 10 years of prior related experience; Or, in lieu of a degree, a minimum of 16 years of prior related experience
10+ years of experience with the Department of Defense
6+ years of experience with Space Situational Awareness (SSA) and Space Control (SC)

Preferred Additional Skills:

Experience dealing with US Air Force, US Space Force, and Intelligence Community acquisitions
Knowledge of Earned Value Management System (EVMS) techniques.
Technical experience in Scaled Agile development, testing, and production of software product lines.
Ability to generate and deliver articulate and persuasive briefings to senior leaders and customers
Aptitude to clearly communicate with both technical and nontechnical audiences
Excellent people skills, with experience leading and collaborating in a multidisciplinary, diverse, and dynamic team environment
Proficient in Microsoft Office Suite: strong skills in Word, Excel, PowerPoint, and Outlook

In compliance with pay transparency requirements, the salary range for this role in the Virginia - Greater Washington, D.C. area is $153,000-$284,000. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
