Purpose and Impact:

Are you ready to make a difference and support the nation's mission to dominate in cyberspace? We're seeking an experienced and dynamic leader to oversee a critical program that enhances the readiness and capabilities of USCYBERCOM's cyber warriors.

In this role, you'll serve as the Program Manager, driving efforts to deliver high-impact training solutions for individuals, teams, and units at the forefront of global cybersecurity operations. You will guide and inspire a skilled team of training professionals and administrative experts, ensuring precise execution of cutting-edge cyber training missions.

Essential Responsibilities:

The roles and responsibilities for the Program Manager with respect to executing the project and program aspects of position include, but are not limited to, the following:

  • Provides task and people leadership including overseeing and mentoring individual contributors and other people leaders
  • Collects, analyzes, tracks, and communicates requirements across the program
  • Provides leadership and oversight for various tasks and team tasking
  • Develops and maintains realistic time estimates and schedules, manages workflows, and communicates schedule status to internal and external stakeholders
  • Maintains and monitors financials including the management and control of funds and resources using various mechanisms as required by the company and the Customer
  • Engages with other teams such as Human Resources, Recruiting/Talent Acquisition, Human Resources, Security, etc. to support the ongoing activities of the program
  • Provides recommendations for programmatic solutions to a wide range of difficult problems
  • Provides mentoring to other Team Members
  • Appropriately and efficiently communicates and documents risks, mitigation strategies, and concerns to Leadership and the Customer
  • Conducts periodic one-on-one and group sessions with Team Members and Leadership to ensure effective communication is occurring regarding tasking, priorities, issues/concerns, team morale, team updates, etc.
  • Authors reports and other documentation ensuring that all deliverables meet the technical and programmatic needs and requirements of the customer
  • Demonstrates effective communication, writing, documentation, and requirements gatherings skills needed to be effective in this role for working with other members of the Team and with the Customer to meet the requirements of the contract.
  • Leads the Team in identifying and implementing solutions and innovations that improve the work environment, Team Member experience, productivity, etc.; communicates innovations and impacts to the Team and Customer
  • Appropriately communicates issues immediately to the PMO and the Customer and provides frequent updates until the issue is completely resolved; reviews lessons learned following the issue occurrence and documents for future reference
  • Prepares and delivers meeting recap write-ups including participants, topics discussed, and action items
  • Appropriately addresses any potential issues early as well as provides corrective and/or development planning, as needed
  • Participates in candidate/resume screening, interviewing, and onboarding processes for new candidates and engages in frequent communications with the PMO, Hiring Manager(s), and Recruiting
  • Works with Amentum Leadership to understand and appropriately convey messages and updates regarding the program, policies, company updates, and other communications

Work Environment, Physical Demands, and Mental Demands: Work will primarily be at Ft. Meade but the program manager will support teams in Suffolk, VA., Pensacola, FL, Augusta, GA. and San Antonio, TX.

Minimum Requirements (Knowledge, Skills, and Abilities):

  • Minimum ten (10) years of demonstrated experience as a program or project manager in managing programs and contracts of similar scope, type, and complexity is required
  • Direct experience in managing multi-task contracts and subcontractors of various types and complexity, as well as experience in leading a multi-vendor environment is required
  • Knowledge of guidelines provided by the FAR and DFARS, DoD 5000 series, and ICD 801 policies is required
  • Demonstrated experience in conducting requirements analysis, resources allocation, project costing, deliverables tracking, schedule and financial data monitoring, and reporting is required
  • Demonstrated experience effectively communicating and working with various stakeholders including, but not limited to, customers, peers, team members, senior leadership, security, recruiting/talent acquisition, help desk, etc.
  • Five (5) years of experience in the management and control of complex cyber OCO/DCO training and exercise evaluations.
  • Five (5) years of experience with Instructional System Development (ISD) methodology

  • Bachelors Degree

Minimum Years of Experience:

  • 10 years experience

Required Certifications:

  • PMP, or FAC-P/PM Senior Level, or DAWIA Level 3 certification in Program Management is required.

Preferred Qualifications:

In addition, the position desires support for tasking in the area of business development and capture of new opportunities beyond the current program. The business development roles and responsibilities include a candidate with experience and aptitude to support tasking in the area of business development and capture of new opportunities, including the following:

  • Supports pipeline development for future work
  • Assesses competition and potential markets
  • Conducts opportunity analysis activities and potential client and industry positioning activities
  • Develops and maintains business relationships with key decision makers and works with Business Development (BD) and Operations to leverage relationships across company and marketspace
  • Identifies and cultivates relationships with potential partners and future customers
  • Authors proposal sections and various other business development and capture documents that communicate the value proposition of the company's offering
  • Conducts research and analysis of business opportunities relating to BD strategies
  • Develops and grows internal and client relationships
  • Provides input for teaming and capture strategy
  • Provides inputs for proposal strategy, preparation, and submittal
  • Engages in implementation support for new and expanded opportunities
