Job description

About this Job This is a full-time position located at the State Library in Baton Rouge, LA. This position manages all aspects of the Access Services Department of the State Library. Access Services entails three major functions: interlibrary loan, circulation, and the mailroom.

Interlibrary loan involves the manager being the system administrator of the automated resource sharing system which manages loans to other libraries and borrowing of materials from other libraries to provide to State Library patrons. Circulation involves the manager overseeing the Horizon automated system that manages the check-out and check-in, confidential patron files, and inventory functions of the Library. This position also oversees the mailroom and stack maintenance functions.

This is the most visible library manager 3 position because the Circulation unit operates the front desk of the Library. Job Duties and Other Information Job Duties: Ongoing review of all internal policies and procedures regarding the Interlibrary Loan (ILL). Acts as primary liaison with resource sharing vendor.

Oversight of the library's use of the OCLC ILL function which requires adherence to strict rules and protocols. Responsible for reviewing all new technology and functionality and making decision if/how to implement OCLC system enhancements. Oversight of and management of statewide delivery system.

Responds to requests for new service, changes in delivery routes, complaints about service, lost materials, etc. Works with ILL Advisory Committee throughout state. Oversees statewide ILL policies and procedures.

Develops and disseminates ILL procedures manual. Oversees centralization of ILL functions at the State Library. Maintains awareness of professional issues and development regarding ILL, physical and document delivery.

Assists libraries with regular transmission of database updates to resource sharing vendor for statewide database. Oversight of the Circulation modules of the integrated library system (ILS). Makes decisions about system usage, configuration, and enhancements needed.

Works with ILS technical support desk to resolve circulation-related problems. Works with Reference and Technical Services manages to maintain complete and accurate inventory records. Interprets library policy and resolves patron disputes.

Assures confidentiality of patron records. Oversees the generation of invoices for lost or damaged materials, deposits collected funds, and produces fiscal reports. Oversees the shelving function and stack management.

Oversees the operation of the mailroom, shipping functions, and agency vehicles. Provides direction and guidance to Access Services staff regarding projects/activities. Establish performance standards for each employee and reviews employee progress quarterly.

Works with other State Library administrators, managers, and staff of 68 public libraries to resolve problems. Proactively seeks new ways to improve service to users, streamline workflow, and negotiate effective use of resources; keeps of OSL staff apprised of technology changes and innovative ideas. Assures postage machine has enough postage.

Other duties as needed. Position-Specific Details: Appointment Type: This position will be filled as an internal promotion; you must be a current permanent employee of the Department of Culture, Recreation, & Tourism, serving in a Classified position, in order to qualify. Work Schedule: This is a full-time position that reports in-office.
