DevTech seeks a Data Analyst and Visualization Specialist to work as an institutional contractor on its Analytics, Data, Visualization, and Information Services 2.0 (ADVISE 2.0) contract with the United States Department of State. The Data Analyst and Visualization Specialist will work with the Foreign Assistance Oversight (FAO) Bureau's Data and AI team in support of the Department of State foreign assistance activities. We are seeking a resourceful data professional who can organize, analyze, visualize and present data and information in a clear, reliable and informative way in support of client decision-making. The candidate should also be familiar with automation and AI tools that can help improve efficiency and productivity in data and information analysis and visualization. The ideal candidate combines technical expertise and strong analytical skills with intellectual curiosity and finds the opportunity to use data to support Foreign Assistance exciting.


Key Responsibilities
Data Analysis, Insights, & Decision Support
Explore and analyze complex operational, financial and programmatic datasets to identify patterns, anomalies and trends;
Query databases and ensure data quality through validation, verification, and standardization processes across multiple data sources;
Visualize data using Tableau, PowerBI and other applications in clear, accurate and appealing presentations for client understanding;
Make use of automation and AI tools to improve efficiency and productivity, and assist clients in doing the same;
Produce actionable insights that inform policy, resource allocation, and program design;
Support predictive analytics or light machine-learning workflows where appropriate;
Communicate analytical findings clearly to technical and non-technical audiences.

Data Leadership, Guidance & Collaboration
Serve as a subject-matter resource for data best practices, including how to access, interpret, and apply available datasets;
Work closely with clients to understand their data needs and translate them into analytical or technical solutions;
Provide training, informal guidance, and practical tools to staff who rely on data for decision-making;
Demonstrate flexibility by taking on adjacent responsibilities as needed in a small, fast moving team environment to ensure project goals are met;
Engage in continuous learning about new data technologies and their potential application for clients at the Department of State.

Qualifications
Bachelor's degree in Data Science, Computer Science, Economics, Statistics, Information Systems, or a related field. Master's degree or equivalent experience preferred;
Experience with exploratory data analysis, statistical analysis and dashboarding;
Strong experience with Tableau or PowerBI;
Solid knowledge of Python or R;
Experience with automation and AI tools and their judicious application for increasing efficiency and productivity;
Familiarity with data engineering approaches, including management of pipelines, ETL/ELT, SQL and cloud tools preferred;
Familiarity with cloud environments and platforms (e.g. Azure, Databricks) preferred;
Strong analytical thinking, problem-solving skills, and intellectual curiosity;
Ability to explain complex concepts to diverse stakeholders;
A team player but able to work independently;
Multi-tasking and time-management skills, with the ability to prioritize tasks;
Excellent interpersonal skills;


This position's place of performance is Washington D.C. with the possibility of remote work, pending approval.
