Job description

Duties Description The New York State Education Department's (NYSED) Office of Information Technology Services (ITS) is seeking applicants for multiple Information Technology Specialist 2 positions. These positions offer opportunities in many different areas, including, but not limited to:
• Web application development leveraging technologies such as Java, JavaScript, and SQL;
• Server and networking support for our in-house data center as well as Cloud infrastructure;
• Database Administration for Oracle, SQL Server, and MySQL databases;
• Application Integration support for API Services, Continuous Delivery;
• Low-code platform development and administration;
• UX Design and Development; and
• Enterprise Help Desk Support and Automation.
The NYSED is committed to implementing progressive technologies. The positions available require a willingness and aptitude to learn quickly. Incumbents of these positions will perform or assist in performing technical activities related to application development, data center operations, help desk support, and application integration in accordance with the Civil Service Classification Standards which can be reviewed at:

Minimum Qualifications MINIMUM QUALIFICATIONS:
NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
NON-COMPETITIVE MINIMUM QUALIFICATIONS:
To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet ONE the open-competitive minimum qualifications for this position. The qualifications are:
• a bachelor's or higher-level degree, including or supplemented by 15 credit hours in computer science; OR
• a bachelor's or higher-level degree in any field and at least one year of the experience in information technology; OR
• a minimum of 60 college semester credit hours including at least 15 credit hours in computer science and one year of the experience in information technology; OR
• Two years of the professional experience in information technology.
PROMOTION: Current NYSED State employees must have one year of permanent competitive or 55-b/55-c service as an Information Technology Specialist.
COMPETITIVE MINIMUM QUALIFICATIONS:
Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Information Technology Specialist 2.
Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.
Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55b/c service in any of the following titles: Supervising Computer Operator.
Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocated SG-16 or higher eligible to transfer under Section 52.6 of the Civil Service Law. Additional Comments CONDITIONS OF EMPLOYMENT:
This will be a contingent permanent, competitive appointment or a contingent permanent non-competitive appointment. At this time, agencies may recruit and hire employees by making temporary appointments. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. This position allows for the opportunity to telecommute up to 50% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office. This position requires occasional off-shift night and weekend work.
These positions lead to a maximum salary of $85,138 based on annual performance advances.
