Job description

Position Description The Transportation Planning Supervisor manages the day-to-day workflow and team of transportation professionals across the Transportation Planning and Programming Division. This position acts as a key leader within the division for City staff and is a key strategic partner within the agency. It often leads conversations with elected officials and department heads and serves in a key leadership role for cross-divisional work.

Job Duties and Responsibilities Hire and direct workflow for team of Senior Transportation Planners, Transportation Planners, Associate Transportation Planners, Public Works Communication and Outreach Coordinators, Graphic Designers and intermittent fellows, interns, and Urban Scholars. Manage, direct, and supervise subordinate planners and employees engaged in the delivery of capital improvements, planning projects and initiatives. Annually develop the transportation elements of the Capital Improvement Program for adoption and inclusion in the Mayor's budget, outlining the public commitment to the residents of Minneapolis for what transportation projects will occur over the next 6 years.

Oversee the CIP process for Public Works at large. Oversee team responsible for securing outside funding and grants to deliver the City's capital transportation program. Strategically help shape the framework and policy recommendation for approval by City Engineer and Public Works Director and adoption by City Council and Mayor to direct the transportation vision and work for the City, including Minneapolis 2050, the Transportation Action Plan, the Racial Equity Framework for Transportation, Vision Zero, and the Americans with Disabilities Act Plan for Public Works.

Represent City interests in regional transit projects including Green and Blue Line Extensions, BRT projects, etc. and ensure projects are built to advance City's adopted transit-related vision and goals. Coordinate with County and State capital projects to ensure City policy and design guidelines are being met on transportation projects in the city that are led by other jurisdictions.

Negotiate, draft, manage and administer contracts and agreements with consultants, contractors, and external organizations to achieve goals and protect the City's interest in various projects. Ensure staff in division are contributing to overall work product of division - help problem solve and clear obstacles for team to effectively deliver projects, and ensure high-quality work across division. Create and maintain the City's Street Design Guide, which provides critical direction of how streets are designed, and transportation projects implemented within the city.

Develop and ensure appropriately-scaled materials for public communication and engagement on the work of the division - sharing with the public what projects and initiatives we are undertaking and why, including potential impacts. Represent city interests with elected officials, community stakeholders, businesses, neighborhood organizations, and the media to craft policy and implement capital projects. Maintain working knowledge of latest state and national engineering design standards and best practices for multimodal street design.

Develop professional relationships with other agencies, private sector and others involved in developing policy, planning studies, and infrastructure projects. WORKING CONDITIONS: Office environment Required Qualifications MINIMUM EDUCATION: Bachelor's degree or equivalent in Urban and Regional Planning, Urban Design or Engineering or related fields MINIMUM EXPERIENCE: Ten years of related work experience LICENSES/CERTIFICATIONS: None Equivalency An equivalent combination of education and experience closely related to the duties of the position MAY be considered. Selection Process The selection process will consist of one or more of the following steps: a rating of relevant education and experience (100%).

Knowledge, Skills and Abilities Ability to manage and motivate team of transportation professionals.

Ability to manage large, complicated transportation projects or plans/policies with multiple stakeholders. Ability to develop and execute public engagement plans. Ability to effectively communicate with policymakers, etc.

Considerable knowledge of engineering principles and practices and their application in the assigned area. Considerable knowledge of budgeting, report preparation and administrative procedures. Considerable knowledge of assessing fit for grant opportunities to leverage City resources to achieve transportation goals.

Considerable knowledge of the principles, policies and practices of the Public Works Department and City Government. Knowledge of bidding processes and contract management. Ability to plan, organize and administer activities in the assigned area, and supervise subordinate staff.
