Responsibilities
Noblis ESI is seeking a Systems Engineer - SETA with a national space enterprise and ground systems engineering background to work with our clients in supporting the future ground architecture. The selected candidate will provide Systems Engineering and Technical Advisory (SETA)services to support our client on-site in Chantilly VA.
Job Responsibilities:
  • Serve as program support to the government Program Manager (PM) with responsibility for technical knowledge of the assigned teams and programs/projects
  • Provide technical guidance and recommendations related to the integration of National Systems-based capabilities
  • Will engage with the national and tactical communities to collaboratively design, document, validate, and deliver architectures, systems and innovative ground capabilities in support of the national space architecture
  • Will research, gather and write formal requirements, translate those requirements into user stories and statements of work
  • Will provide schedule, requirements, configuration, and risk management support; and validation, verification, and test support
  • Will support Agile-based program management and implementation of a model-Base Systems Engineering approach
  • Lead IPT meetings and review process boards to include but not limited to ERBs, CCBs, SRRs, CDRs, PDRs, and PMRs
  • Support the PM in multiple areas which include systems and mission engineering; system integration; program management; acquisition support; analytic support; technical analysis; user requirement management/development; architecture; and customer outreach and support
  • Serve as technical expert in their assigned area
  • Other responsibilities include administrative and technical support to the Government leadership team, internal cross coordination, external mission partners and other DoD/IC customers

Required Qualifications
  • US Citizenship required.
  • Active Top Secret/SCI clearance with a Counterintelligence (CI) Polygraph
  • Bachelor's degree OR Master's degree and 0 years OR, Associate and 3 years OR High School/GED Diploma and 6 years
  • Knowledge of Agile Project Management methodologies
  • Knowledge in Systems Engineering discipline with experience in traditional functions such as risk management, requirements management, configuration management, schedule management, or testing.
  • Experience working space and ground programs from architecture-definition documentation (ADD/CONOPS) through requirements derivation and allocation, performance metric generation and assessment, test case development, and requirement closure tracing
  • Ability to facilitate commonality within the enterprise by defining, architecting, and integrating a multi-INT, multi-sensor, and multi-nodal processing capability
  • Ability to problem solve in a rapidly changing environment and interface with the customer daily
  • Track and respond to office tasking, build and present program briefings, and update project schedules and calendars
  • Background / knowledge in National space and ground systems

Desired Qualifications
  • Degree in a BSTEM field
  • Familiarity with the IC and NRO enterprise architecture, DOD's space architecture, and translation of Statement of Capabilities and Enterprise Capability Document line items to CONOPs and architectures
  • Experience developing, editing, and updating system architecture and CONOPs documentation as the system mission model matures
  • Knowledge of Electro-optical, RADAR, SIGINT, Communications, Mission Management, and Mission processing systems supporting a space and ground architecture
  • Experience generating and codifying inter-segment and inter-system interface requirements for major space mission ground systems
  • Working knowledge of SAFe Agile or similar agile processes and JIRA and Confluence tools
  • Certified in one or more of the following: INCOSE (or DAWIA equivalent), OMG Systems Modeler, Agile, Project Management, MBSE
  • Experience with RDNG/DOORs requirements database management/repository, Rhapsody, SysML applications, Confluence, Jira, or JSMART
  • Understand how system requirements, design, analysis, verification and validation activities are enabled by MBSE across the digital thread (the engineering lifecycle)
  • Be able to travel

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis' total compensation package.
