Job description

Job Responsibilities This employee will serve as the lead software developer for DNR. Job Duties Include: Direct agency software and applications design and implementation by developing system design and technology integration strategies including assessing needs, developing technical specifications and software implementation schedules and procedures, developing procedures and protocols for software prototyping, debugging and testing procedures and developing system roll-out and user training. Develop standardized software development framework for the DNR with version control, change management and shared code libraries.

Provide software and applications development support to the DNR. Serve as lead programmer/analyst for enterprise applications development using mvc.NET/Visual Studio and other appropriate software development languages and tools. Optimize applications software performance and ensure software integrity

Establish software development/programming standards and procedures that comply with best management practices and information security standards. Establish program development frameworks and protocols and ensure compliance by all programmers and other technology staff as appropriate. Assess agency application and software development needs by conducting user needs assessments and functional technical specifications to direct agency software development.

Document software development issues and procedures including developing regular reports of software application status and problems, project management or development procedures and other relevant issues. Produce and maintain technical reference manuals, in-code and other documentation to detail step-by-step software development procedures and protocols that are compliant with agency and professional standards. Minimum and Additional Requirements Bachelor's degree in computer science, information systems or a related field and three years relevant experience in the design and implementation of enterprise information systems including software applications design, programming, prototyping, testing and maintenance, development of software design frameworks and protocols, implementation of version control and change management procedures and strategies, development of system and database integration strategies and technologies that implement web-based interfaces in a variety of application frameworks, and technical support and development of technical reference documentation or an Associate's degree and five years experience as indicated above.

Preferred Qualifications Knowledge - Profient in system analysis and software design, debugging, prototyping/testing, implementation and maintenance procedures and strategies including version control and shared code library development and change management as well as various software development methodologies, application software design, testing debugging and maintenance. Solid knowledge of methods and strategies for enterprise information systems development, operation and maintenance involving the integration of tabular, spatial, statistical, electronic records management and web-based technologies. Knowledge of data base structures and data access programming procedures including stored procedures and experience implementing application security protocols.

Knowledge of SDLC and modern applications.
