Job Opportunity: Project Engineer

Role Summary

The Project Engineer (PE) is responsible for managing the technical and administrative aspects of projects, ensuring compliance, accurate documentation, and effective client communication. This role involves maintaining project information across multiple software platforms and handling all necessary project documents and permits.

Objectives for this Role
  • Ensure Total Project Compliance: Establish, track, and maintain compliance standards across all active sites using tools like ComplianceGo.
  • Maintain Accurate Data and Documentation: Systematically set up, update, and manage critical project information and initial or amendment-related documents across multiple software platforms from project kickoff to closeout.
  • Streamline Permit and SWPPP Management: Efficiently write, file, and update required environmental permits and Stormwater Pollution Prevention Plans (SWPPP) in accordance with regulatory guidelines and local agency requirements.
  • Deliver Excellent Customer Support: Facilitate smooth project progression by assisting clients with technical platforms, verifying critical details, and maintaining transparent communication regarding updates and deliverables.
Required Skills and Qualifications
  • Certification Requirement: Ability to obtain and maintain an RSW (Registered SWPPP Writer) certification.
  • Software Proficiency: Experience with or ability to navigate software platforms including Procore, Jobber, ComplianceGo, CDX, DocuSign, and Adobe.
  • Technical Writing & Documentation: Capability to write, create, and maintain Stormwater Pollution Prevention Plan (SWPPP) documents, permits, forms, and amendments.
  • Communication & Support: Strong communication skills to handle internal team coordination, verify operator information, send follow-ups, and provide technical assistance to clients.
Education and Experience:
  • Associate's or Bachelor's degree in Environmental Science, Environmental Engineering, Civil Engineering, Construction Management, Geology, Natural Resources, or a closely related field. Equivalent combinations of education and relevant experience may be considered.
  • 3-5 years of experience in environmental compliance, stormwater management, construction permitting, civil engineering support, land development, or a related technical field.
  • Experience preparing or reviewing Stormwater Pollution Prevention Plans (SWPPPs), environmental permits, erosion and sediment control plans, or other regulatory compliance documents (1 year or more preferred).
  • Working knowledge of EPA Construction General Permit (CGP) requirements, Utah DEQ regulations, and local permitting processes is preferred.
  • Experience working with developers, general contractors, municipalities, engineering firms, or environmental consulting firms is highly desirable.
  • Proficiency with Microsoft Office Suite and project management/document control software. Experience with Procore, ComplianceGo, Jobber, Adobe Acrobat, DocuSign, and EPA CDX is preferred.
  • Ability to read and interpret civil plans, grading plans, utility drawings, and engineering specifications.
  • Strong organizational skills with the ability to manage multiple projects, prioritize deadlines, and maintain a high level of accuracy.
  • Valid driver's license and the ability to travel to project sites as needed.
Preferred Qualifications:
  • Registered SWPPP Writer (RSW) certification or ability to obtain within six months of hire.
  • Certified Professional in Erosion and Sediment Control (CPESC), Qualified SWPPP Practitioner (QSP), or similar environmental certification.
  • Experience with environmental consulting, construction compliance, or stormwater inspections.
  • Familiarity with GIS, AutoCAD, Bluebeam Revu, or similar technical software.
  • Experience managing multiple construction projects in a fast-paced environment.
Key Responsibilities 1. Creating and Maintaining Software Programs
  • Project Setup: Set up projects in Procore and Jobber to include customer, project, and billing details, and upload maps and civil drawings.
  • Compliance Tracking: Establish and maintain the ComplianceGo Site for the project.
  • Data Maintenance: Update project information in all software programs as amendments are received.
  • Document Management: Upload and manage all project documents, both initial documents and those associated with every amendment.
  • Project Closeout: Close out all software programs upon project termination.
2. Creating and Maintaining Documents
  • Certification: Obtain and maintain an RSW (Registered SWPPP Writer) certification.
  • SWPPP Development & Documentation: Write, create, and maintain the Stormwater Pollution Prevention Plan (SWPPP) document by accurately inputting all required data, including required permits and forms.
  • Permit Filing & Submissions:
    • File the Notice of Intent (NOI) in CDX and manage permit payment.
    • File the Dust Plan on the Utah Division of Air Quality Website.
    • Handle all documents requiring signatures using DocuSign and/or Adobe.
  • Project Tracking Notices: Manage UICs and LTSMPs, and create the Site Notice.
  • Amendments: Process SWPPP amendments by keeping all Project Information up to date in the permitting and SWPPP Documents.
  • Ancillary Documents: Prepare less common documents such as the ESC Plan and Common Plan.
3. Customer Support and Communication
  • Information Verification: Verify and confirm critical information with the operator (e.g., correct owner/signatory details, shifting start dates).
  • Technical Assistance: Assist clients with CDX issues, such as creating accounts and signing documents.
  • Follow-ups: Send out communication emails to clients requesting signatures or reminding them to sign/certify documents.
  • Internal Coordination: Direct and communicate all client information regarding project progression to the internal team, including the need to amend documents as the project evolves, requests for the Long-Term Stormwater Maintenance Plan (LTSMP), and notification that the project is ready for NOT (Notice of Termination).
  • Client Deliverables: Submit final documents to the client and ensure they are kept informed on all updates to their SWPPP and permits due to amendments.
