General Description
This position is responsible for the configuration and support of the City's Supervisory Control and Data Acquisition (SCADA) network, and network system devices. Work is performed under the direction of the Information Technology Network Manager.
This position is non-exempt. Fair Labor Standards Act overtime provisions will apply.
Per Florida Statute 295.065, certain servicemembers and veterans, and the spouses and family members of such servicemembers and veterans, receive preference and priority, and that certain servicemembers may be eligible to receive waivers for postsecondary educational requirements, in employment by the state and its political subdivisions and are encouraged to apply for the positions being filled.
Primary Duties
  • Installs and maintains control network hardware and software.
  • Installs telemetry system software and firmware updates.
  • Creates and maintains documentation of complex system including network diagrams and process flow charts.
  • Monitors and troubleshoots systems network and control systems to ensure efficient and secure operation.
  • Maintains a level of technical knowledge necessary to install and troubleshoot hardware and software components such as single-mode and multi-mode optical fiber, Modicon Quantum PLCs, and Allen-Bradley Control Logix systems.
  • Interfaces with the Information Technology (IT) System Administrators, vendors, consultants, and other staff to investigate, develop, install, and implement solutions to fulfill the SCADA operational needs of the Environmental Services Department.
  • Performs other duties as assigned.

Minimum Qualifications
  • Associate of Science from an accredited college or university in Information Technology or a closely related field.
  • Knowledge of the principles, methods, and techniques used in systems administration and support.
  • Demonstrated ability to interact with users to support software and hardware transitions including software installation and hardware/software troubleshooting.
  • Ability to connect, configure, and/or enable information systems, devices, and components as assigned.
  • Excellent communication and interpersonal skills.
  • Knowledge of Ethernet networking - IPv4 Layer 2 and VLANs, Serial Communications, and Ethernet radios.
  • Valid Florida Driver's License.
  • Microsoft MTA or MCSA certification preferred.
  • CompTIA A+ certification preferred.
  • CompTIA Network+ certification preferred.
  • CompTIA Security+ certification preferred.
  • Experience with Programmable Logic Controllers (PLCs) preferred.
  • Knowledge of SCADA system equipment, and Wonderware Human Machine Interface (HMI) systems preferred.

Essential Physical Functions & Environmental Conditions
  • Continual light work and occasional heavy work.
  • Lifts and/or moves up to 50 pounds.
  • Requires frequent walking and standing, climbing, stooping, reaching, and bending.
  • Good finger/hand dexterity and hand/eye coordination.
  • Good eyesight, hearing, and speech.
  • Regular driving of vehicle.
Works primarily inside in an environmentally controlled space. This work involves the normal risks and discomforts associated with an industrial environment within treatment plants, pump stations, and confined spaces. Works sometimes in the field where there is exposure to heavy equipment, dust, fumes, gases, noise, and varying weather conditions, terrain, and/or traffic.
