Position Summary

The Federal HR Staffing Specialist provides full-lifecycle staffing and recruitment services in support of U.S. Department of Defense (DOD) human resources offices. Working across hiring authorities, the Specialist conducts job analysis, builds and posts vacancy announcements, evaluates applicants, and advises hiring managers — ensuring every staffing action complies with OPM standards, merit system principles, and DOD policy.

Key Responsibilities

  • Provide full-lifecycle staffing and recruitment support across hiring authorities, from job analysis through certificate issuance and onboarding.
  • Conduct job analysis to identify competencies, specialized experience requirements, and assessment criteria for each position.
  • Draft, build, and post vacancy announcements in USA Staffing and on USAJOBS in accordance with OPM and DOD requirements.
  • Review applications and make qualification determinations; apply veterans' preference, category rating, and special hiring authorities (e.g., Schedule A, military spouse, VRA) as applicable.
  • Issue certificates of eligibles and audit referral lists for accuracy and regulatory compliance.
  • Administer Delegated Examining (DE) actions in accordance with OPM's Delegated Examining Operations Handbook.
  • Advise hiring managers and program offices on staffing options, hiring flexibilities, and recruitment strategies to meet mission needs.
  • Process and track staffing and personnel actions through case logs, trackers, or HR systems to ensure timely resolution and to identify outstanding issues.
  • Ensure all staffing actions comply with merit system principles, 5 CFR, and applicable DOD and agency policy and SOPs.

Required Qualifications

  • Minimum of two (2) to five (5) years of federal HR staffing and recruitment/placement experience (Required).

  • Hands-on experience with USA Staffing (USAS) and USAJOBS (Required).

  • Experience with the Defense Civilian Personnel Data System (DCPDS) (Required).

  • Working knowledge of hiring authorities, veterans' preference, and category rating across competitive and excepted service.

  • Demonstrated ability to support a broad range of occupational series and position types, including GS, GG, AD, and wage grade.

  • Active Secret security clearance or ability to obtain (Required).

  • Ability to work on-site at the assigned DOD duty location (Required).

  • Strong written and oral communication skills; demonstrated customer service orientation.

Preferred Qualifications

Bachelor's or Associate's degree in Human Resources Management, Business Administration, Organizational Development, Human Resources Development, Organizational Psychology, or a related field.

PHR (Professional in Human Resources) or SHRM-CP (SHRM Certified Professional) certification.
