Job description

Performs responsible and professional work involving financial analysis and a broad range of financial management activities for the County. Requires knowledge of the County purchasing requirements and the Department's purchasing policy and procedures. Responsible for performing detailed financial and/or management analyses, reviewing or preparing budget requests, preparing forecasts of revenues or expenses, as well as evaluating and issuing financial reports. Work requires knowledge of methods and procedures used in financial management analysis. Gathers the information for contractual billing for outside agencies; prepares a monthly inventory chargeback; completes related projects involving Fire Rescue budget and operations; develops and maintains complex spreadsheets and reports as needed. The position may have some supervisory responsibility for clerical or support staff, and supervisory approval of purchasing documents.
QUALIFICATIONS
This position requires qualified applicants to possess one of the following:
  • A Bachelor's Degree in Accounting, Finance, Business/Public Administration, Economics, or a Master's Degree in Business/Public Administration (MBA/MPA),

OR
  • An unrelated Bachelor's Degree; minimum of two (2) years of experience in governmental or commercial accounting, auditing, budgeting, financial data analytics, or financial analysis,

OR
  • An Associate's Degree in Accounting, Finance, Business/Public Administration, Economics, or related field; minimum of two (2) years of experience in governmental or commercial accounting, auditing, budgeting, financial data analytics, or financial analysis,

OR
  • Graduation from high school or an equivalent recognized certification ; minimum of four (4) years of experience in governmental or commercial accounting, auditing, budgeting, financial data analytics, or financial analysis.

PREFERRED QUALIFICATIONS
Preferred qualifications include:
  • Experience with governmental/cost accounting,
  • Experience creating and/or approving purchasing documents in the County's Advantage Financial System or similar software,
  • Experience creating complex spreadsheets in Excel,
  • Experience using Crystal Reports software,
  • Experience with grant reporting including but not limited to performance and financial reports, and
  • Experience processing Federal Emergency Management Act (FEMA) estimates and reimbursements relating to emergency deployments.
