The US Department of Energy Office of Scientific and Technical Information (DOE OSTI) is seeking a DevOps Engineer to join our Technology team in preserving and disseminating DOE's scientific and technical information via web applications. This role will be responsible for implementing DevOps best practices across the enterprise in support of OSTI's transition to a modernized web application platform powered by containerized applications, providing technical guidance to development teams, improving agility and delivery speed, and driving cultural change toward a DevOps mindset. The position will primarily develop and implement a strategy to migrate OSTI's current application development process and applications to a more DevOps-styled deployment process by formalizing policies, procedures, and practices using DevOps tooling to deliver OSTI's web applications. This is an onsite position, in Oak Ridge, TN.
Responsibilities
Essential Duties and Responsibilities
Responsibilities include, but are not limited to the following:
  • Maintain documentation and notes on software builds and installs and develop documented processes and procedures for migrating Java and Python applications to containerized DevOps deployment processes.
  • Define and implement development best practices and standards within the organization and support the transition of current applications to these standards.
  • Automate systems administration tasks utilizing open-source configuration management tools as part of a deployment pipeline.
  • Identify automation opportunities to improve DevOps operations, make recommendations to management, and lead the implementation of improvements such as pipelines, container development, and related tooling.
  • Review architecture and offer recommendations for improvements, and lead implementation efforts on containerized infrastructure.
  • Embrace continuous integration and continuous delivery (CI/CD) processes. Provide training and documentation for junior-level staff on these processes.
  • CI/CD technologies: GitLab. Containerization platform: Red Hat OpenShift.
  • Configuration management tools: Helm, Kustomize, etc.
  • Work with the team to adopt and optimize a hybrid-cloud, software-defined infrastructure, and an infrastructure-as-code paradigm.
  • Identify and document IT best practices that will improve the systems deployment function.

Qualifications
Education, Training, Experience
  • Bachelor's degree in computer science or related technical field, or an equivalent combination of education and experience.
  • 1-3 years of experience managing DevOps systems, including tools such as Jenkins, GitLab, etc.
  • 1-3 years of experience managing container infrastructure using Red Hat OpenShift, Kubernetes, and/or Docker.
  • 1-3 years of experience utilizing configuration management and automation tools such as GitLab Ultimate, Ansible, Puppet, or other CI/CD pipeline tools.
  • Fluency in at least one scripting language such as Bash, Python, Go, or equivalent.
  • Experience migrating Java and Python applications to containerized environments.
  • Working knowledge of multiple operating systems and containerization solutions.
  • Experience with RHEL 8.
  • Knowledge of networking fundamentals including TCP/IP, traffic analysis, common protocols, and network diagnostics.
  • Previous experience working in a government, scientific, or other highly technical environment.
  • Background contributing to open-source projects, or involvement in hacker/maker spaces, is desirable.
  • Strong technical documentation skills, including the ability to prepare advanced technical documentation webpages.
  • Excellent interpersonal skills suitable for user support, and the ability to work well with peer system administrators.
  • Excellent written and verbal communication skills.
  • Ability to work independently with demonstrated analytical and problem-solving skills.
  • Demonstrated ability to balance complex research and operational requirements.
