Why does the job exist?
The Associate Data Analyst will:
  • Ensure system integrity and functionality;
  • Create test case scenarios;
  • Ensure tests are executed using predetermined data from the user stories;
  • Perform test scripts;
  • Record and compare actual and expected results;
  • Provide documentation regarding system behavior;
  • Troubleshoot;
  • Identify and document system defects;
  • Validate system functionality after each release, during the Agile process.

How does it get done?
The Associate Data Analyst is responsible for:
  • Conducting User Acceptance Testing (UAT) for the Automated System Program and Eligibility Network (ASPEN);
  • Supporting other systems such as Insights, BeWell NMHIX, ASPEN Impact Dash, and NM Service Connect to determine if the requirements of a specification or contract are met and system(s) are functioning as expected;
  • Conducting formal testing with respect to user needs, requirements, and business processes;
  • Completing System enhancements, monitoring, triage and reporting system defects;
  • Determining root analysis;
  • Conducting routine system maintenance activities and/or resolving issues submitted by ASPEN users via telephone or portal;
  • Creating and following up on incident reports using Cherwell, Clear Quest and DameWare;
  • Troubleshooting and documenting system issues and providing instruction on eligibility determination, benefit issuance, name clearance, interfaces, correspondence, account creation, password resets and associated system requests.

  • Internal Health Care Authority (HCA) staff;
  • Contracted Vendors;
  • External customers such as other State Departments or entities;
  • HCA customers;
  • Internal and external agencies, leadership, and appropriate staff;
  • Other stakeholders.

Ideal Candidate
The Ideal Candidate has:
  • Project Management experience;
  • Knowledge with Automated System Program and Eligibility Network (ASPEN);
  • Experience with Income Support Division (ISD) processes, policies, and procedures.

Minimum Qualification
High School diploma or equivalent and six (6) months of experience directly related to the position in research, statistics, computer science, data analysis, accounting, auditing, finance, economics, business, public administration, budgeting, management, and/or systems analysis or related professional certification as determined by the hiring agency. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling six (6) months may substitute for the required experience.
Employment Requirements
Must possess and maintain a valid Driver's License.
Must obtain a Defensive Driving Certificate.
Working Conditions
Office setting, exposure to Visual/Video Display terminal (VDT) and extensive computer and telephone usage. Some travel will be required. Flexible schedules are required during testing time frames.
