Job description

Salary Range: $100,000.00 To $120,000.00 Annually

The Assistant Manager, Operations is an essential member of the management team responsible for directing and supervising ILWU Longshore personnel for any/all assigned operations, including but not limited to: vessel, yard, gate and rail operations. These duties are associated with cargo handling operations, ensuring an efficient, safe and profitable operation, as well as preserving positive relations with union labor.

ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Responsible to analyze operational needs and assign and direct labor to perform these operations in a manner that maximizes efficiency while maintaining a safe environment.
  • Supervise union-represented employees, including the responsibility and authority to (a) counsel, discipline, and make termination recommendations to ensure an efficient operation, (b) train and direct such personnel in proper operating and safety procedures, and (c) enforce productivity levels by frequent rounds within the terminal and follow up assessments prior to shift end.
  • Direct and assist terminal employees to prepare department plans and to determine the appropriate workforce to hire for an efficient and cost effective completion of plan.
  • Adjust grievances submitted by labor, including through the Labor Relations Committee process and arbitration, if necessary.
  • Plan, hold, and document daily safety meetings, and develop and implement plans to identify, address, and resolve safety hazards.
  • Management oversight of terminal operating systems. Additional technology related duties may apply.
  • Complete reports and forms related to the foregoing activities.
  • Ensure that all requests for services to be rendered to customers are performed in compliance with their instructions.
  • Supervise Office Clerical Union staff within guidelines of the contract.
  • Collaborate with all departments to develop and maintain consistent goals in order to achieve the most efficient movement of cargo through the terminal.
  • Minimize costs by eliminating redundancies, refinement of processes, and maximize the utilization of labor and resources.
  • Operate within budgeted guidelines in meeting production and terminal goals.
  • Perform other related duties as assigned by management.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
  • Strong managerial, supervisory and decision-making skills in order to direct ILWU Longshore personnel on a daily basis to achieve operational goals.
  • Ability to delegate work properly, follow-up, and resolve problems firmly and equitably.
  • Team Building: Motivate labor to ensure that terminal goals are met or exceeded on a daily basis
  • Excellent interpersonal skills; ability to interact with a variety of persons throughout the corporation.
  • Ability to remain calm and professional during confrontational situations.
  • Possess the ability to speak clearly and effectively.
  • Effective public speaking and presentation skills; be able to present and defend a point of view.
  • Possess excellent communication, written, oral, and interpersonal and teamwork skills, communicate constructively and confidently, listen openly, and collaborate well with staff and others in different groups.
  • Ability to relate information from a multitude of sources.
  • Capability to turn theoretical information into practical applications.
  • Convey a professional and positive attitude with action/results orientation to problem solving and elimination of backlogs.
  • Proven ability and experience in exercising good judgment and discretion in handling confidential materials and matters.
  • Possess strong organizational and analytical skills in managing to daily, weekly, monthly, quarterly or annual deadlines and is receptive to innovative ideas and suggestions to think strategically about the long-term vision.
  • Ability to handle multiple demands; and prioritize workloads; establish and maintain positive, cooperative, and productive working relationships.
  • Flexible to a changing list of priorities, sometimes daily.
  • Excellent attention to detail with a high degree of accuracy.
  • Solid understanding and familiarity with Microsoft Office (Word, Excel, Outlook, Power Point and Visio) and the Terminal Operating System and other related applications.
EDUCATION AND/OR EXPERIENCE
  • BA/BS degree in Business Management, Marine Administration, Transportation, Engineering or equivalent experience working in management.
PHYSICAL REQUIREMENTS
  • The ability to work any combination of 24/7 shift work, including weekends and holidays.
  • The ability to operate vehicles for facility projects.
  • The ability to walk and stand for extended periods of time.
  • The ability to respond to accidents or incidents at any time of the day or night.
  • The ability to use a computer and keyboard.
  • The ability to work in hot and cold climates based on weather conditions.
  • The ability to sit and work at desk and computer for extended periods of time.

WORKING ENVIRONMENT

The work is performed both inside and outside at LBCT, various marine terminal locations, in temporary offices and classrooms, and it is necessary to board ships, in all weather conditions. Position is based in Long Beach, CA; work assignments may require travel to other marine terminal sites or travel to other locations.
