Description of Job Duties/Responsibilities:
Cross-Functional Collaboration & Leadership:
  • Provide functional leadership and coaching of Project Managers assigned to Complex External projects (RITMs).
  • Orchestrate cross-functional resource allocation across competing external customer requests to optimize workloads and reduce bottlenecks.
  • Develop, analyze, and report project impact assessments based on established models, negotiating technical trade-offs to deliver optimal cost and schedule outcomes.
  • Assist team members with stakeholder management and navigate complex, multi-party conflict resolution to maintain project timelines.

Strategic Planning & Requirements Management:
  • Assess large-scale cross functional requirements, and their impacts to on-going and upcoming efforts while identifying opportunities for consolidation, combination, or unity of effort.
  • Track and interpret portfolio-level metrics to detect systemic delivery challenges and drive data transparency and process improvement. Conduct regular portfolio reviews to identify deficiencies in project details, data integrity, and resource forecasting.

Systems Engineering & Solution Development:
  • Ensure end-to-end systems integration and systematic conversion of customer requirements into total systems solutions that acknowledge technical, schedule, and cost constraints.
  • Comply and enforce compliance with the Program's Service Delivery Life Cycle (SDLC) process, schedule, and artifact requirements, ensuring all external RITMs systematically advance through formal gates.
  • Closely monitor key milestones and project documentation to ensure alignment with SDLC review gates and compliance with established delivery requirements.

Business Process Improvement:
  • Identify and implement process optimization opportunities consistent with customer guidance and principles, cost savings, and system architecture objectives.
  • Conduct complex systems analysis and study requirements to drive operational excellence.

Project Execution & Stakeholder Management:
  • Collaborate with Task Leads, Project Managers, and clients to ensure deliverables meet scope, budget, and quality standards, maintaining strong stakeholder relationships while driving toward excellence.
  • Develop and maintain detailed project roadmaps, monitor KPIs, and track progress using agile project management methodologies and industry-standard tools.
  • Prepare executive-level status reports and dashboards, proactively identifying mitigation strategies to remove project and program roadblocks.
  • Establish and monitor service level objectives (SLOs) to measure performance, identify variances, and support timely corrective actions.

Risk Management & Quality Assurance:
  • Lead risk assessment and mitigation planning across multiple service areas to identify, assess, and resolve risks, issues, and opportunities (RIOs).
  • Provide specialized support in technical writing, document integration, and preparation of client-ready presentations and deliverables.
  • Manage data governance and reporting including collecting, analyzing, and publishing information and statistical data.
  • Maintain comprehensive project documentation including correspondence, records, reports, SOPs, and internal communications.

Required Qualifications:
Candidate must have 16 years of experience that can be a combination of work history and education. This equates to a Doctorate and 8 years, master's and 10 years, bachelor's and 12 years, associates and 14 years or HS diploma and 16 years.
Additional required qualifications include:
  • Ability to operate effectively within cross-functional team environments while demonstrating a strong willingness to learn and share knowledge with colleagues in a professional office environment.
  • Ability to evaluate complex project portfolios to identify significant roadblocks, assess risks, and direct team members on course-correcting mitigation approaches.
  • Strong organizational and project coordination skills with exceptional attention to detail and ability to manage multiple priorities.
  • Excellent stakeholder communication and presentation skills with demonstrated ability to influence at all organizational levels.
  • Advanced proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) with strong data analysis capabilities.
  • Ability to adhere to security clearance management protocols and reporting requirements, including compliance with government security procedures and maintenance of clearance eligibility standards throughout employment.
