Purpose Of Position The purpose of this position is to protect the utilities infrastructure for the City. This is accomplished by locating, identifying, and marking the utilities infrastructure. Other duties include providing supervisory support; completing detailed work orders; and interacting with other City employees and citizens.
Essential Functions 1. Locates, identifies, and marks utilities infrastructure correctly, safely, and efficiently. 2.
Thoroughly search for water and wastewater mains, services, hydrants, valves, clean outs, and manholes and accurately marking the location, completing the necessary documentation, and photographing each locate. 3. Respond to all emergency requests to locate Sewer and Water mains.
4. Drives light trucks and equipment to and from job site. 5.
Uses laptops, tablets, and other digital devices for documentation. OTHER JOB FUNCTIONS: 1. Assist employees of City in field when needed.
2. Performs other related duties as assigned. SKILLS, KNOWLEDGE AND ABILITIES: 1.
Must be able to read and interpret construction plans and utility plat maps. 2. Must be able to read Plat Books and Mapping of City.
3. Must have ability and knowledge to use all types of locators. 4.
Must have ability to identify types of piping. 5. Must know City streets and Water and Sewer Systems.
6. Must have ability to use hand tools. 7.
Must understand computer work-order systems, and Microsoft Office programs. 8. Must be able to use GPS with asset management software.
9. Must be able to use shovel, pick, and sledgehammer. 10.
Must be able to safely drive a ton pickup. 11. Must be able to communicate using a two-way radio.
12. Must be able to frequently bend, stoop, twist, turn, crouch, and kneel. 13.
Must be able to work in all types of terrain (grass, ditches, wooded areas, gravel, etc.) in and around construction zones and residential, commercial, industrial and rural areas in all types of weather conditions (rain, snow, cold, heat, etc.) 14. Must be able to occasionally lift, carry, push and pull 100-lbs. 15

Must be able to work in conditions that include extreme cold and heat, temperature changes, humidity, heights, vibration, wetness, dryness, confined spaces, noise 80-dB and over, fumes, mists, gases, dust, caustics, chemicals, allergens, detergents, mechanical hazards, moving objects, and exposure to burns.
Minimum Qualifications MINIMUM EDUCATION, CERTIFICATION, AND EXPERIENCE REQUIREMENTS: Must have an Associate's degree. Must have over three (3) years of experience in repair/construction or locating of water or sewer mains. Must have over seven (7) years of relevant experience to be considered in lieu of degree.
Must have dependable transportation and telephone. Must have TCEQ Class "C" Water Distribution License or have the ability to obtain within one (1) year. May be called out for emergency locates after hours, weekends, and holidays.
Must possess a valid Texas Class "C" Driver's License, with a clear driving record. A Class "B" Water Distribution License and Type II Wastewater Collection License from TCEQ along with a valid Texas Class "B" CDL are preferred. The City of Tyler will accept two years of relevant experience in place of each year of college required in the job description. Four years of relevant experience will be considered in place of an Associate's Degree, and eight years of relevant experience will be considered in place of a Bachelor's Degree. Any experience required in the Minimum qualifications is in addition to years of experience substituted for a degree.
