Job description

Capital Brand Group, LLC (CBG) is hiring a Quality Control Manager to own the quality of all work performed under our federal Building Maintenance & Operations contract with U.S. Customs and Border Protection (CBP), covering facilities across the San Diego and El Centro sectors.

Location: San Diego or El Centro, CA — candidates must reside in close physical proximity to contract locations

Salary: $80,000/year (full-time, exempt)

Reports To: JV Corporate Office (direct). Indirect/coordinating relationship only with the Project Management Office — this position is contractually independent of the Contract Manager and Service Managers.

IMPORTANT STRUCTURAL NOTE

The contract requires the Quality Control Manager to be a third-party quality control manager, independent of the Contract Manager and Service Managers. Candidates cannot hold a dual role on this contract.

POSITION SUMMARY

The Quality Control Manager owns the quality of all work performed under this contract. You will draft, implement, and monitor the Quality Control Plan, direct a team of three Quality Control Technicians, and serve as the contractor's interface with the Government on its Quality Assurance Surveillance Plan (QASP).

KEY RESPONSIBILITIES

- Draft the Quality Control Plan and submit it to the COR within thirty (30) days of contract award; obtain COR acceptance before preventive maintenance work begins

- Build and maintain the Master Inspection Plan covering all contract performance areas and surveillance methods

- Direct three (3) Quality Control Technicians — two (2) in San Diego Sector, one (1) in El Centro Sector

- Execute the inspection program at contract-required frequencies: 20% of PM actions, 40% of minor repairs, and 100% of intermediate repairs and modifications

- Serve as the Government's counterpart for QASP administration and respond to Government surveillance findings

- Identify, document, and drive corrective action on deficiencies; implement procedures to prevent recurrence

- Maintain on-site quality control records including inspector name, inspection date, scope inspected, discrepancies found, corrective action taken, and date of correction

- Review and approve subcontractor Quality Plans for alignment with the contract and the prime QCP

- Serve as the designated point of contact for customer complaints

- Track and report contract Performance Measures and Key Performance Indicators

- Ensure certifications, permits, and regulatory documentation remain current across all covered systems

MINIMUM QUALIFICATIONS

- Three (3) years minimum of experience performing quality control manager duties on contracts of similar size and scope — five (5) years strongly preferred

- Demonstrated experience developing and executing a Quality Control Plan under a Government QASP

- Working knowledge of building systems and equipment: HVAC, electrical, plumbing, fire protection, generators, elevators, water systems

- Strong technical writing and documentation skills

- Ability to obtain and maintain a favorable CBP Background Investigation

- Valid driver's license and willingness to travel between sector locations

PREFERRED QUALIFICATIONS

- USACE Construction Quality Management for Contractors (CQM-C) certification

- OSHA 30

- ISO 9001:2015 auditing experience

- Prior CBP, DHS, or GSA facilities contract experience

- Environmental compliance and hazardous waste tracking experience

SECURITY REQUIREMENT

All positions require the ability to obtain and maintain a favorable CBP Background Investigation. Candidates will complete the Background Investigation Requirements Determination (BIRD) document and a Fair Credit Reporting Act (FCRA) authorization form. Employment is contingent on successful pre-employment screening, including county, national, and federal criminal database searches and drug screening. Employees may begin work while the BI is in process but must be escorted at all times by a badged employee until final favorable adjudication. Any employee whose BI is placed on hold or returns unfavorable will be removed from the contract until a favorable determination is obtained.

WORK ENVIRONMENT

Work is performed at CBP-owned and leased facilities across Southern California, including Border Patrol stations, checkpoints, ports of entry, and firing ranges. Government normal duty hours are Monday through Friday, 0700–1600. No work is scheduled on federal holidays. Emergency situations — service disruptions, unscheduled outages, contingency incidents — may require work outside normal duty hours.

COMPENSATION NOTE

Positions identified as SCA-covered are compensated in accordance with the applicable Service Contract Act Wage Determination for Southern California, including the required health and welfare fringe benefit, paid vacation, and paid holidays.
