Clearance Requirement: Position is currently designated as uncleared; candidate must be able to obtain and maintain a DOE L Security Clearance if required for assigned work.
Position Overview
EGS is seeking a Senior Project Controls Specialist to provide comprehensive cost, schedule, baseline management, and Earned Value Management System support for assigned project teams at the Savannah River Site.
This position is responsible for supporting the organization, development, analysis, implementation, and maintenance of project controls applications and performance measures used for project planning, scheduling, cost engineering, trend analysis, and management decision-making.
The selected candidate will develop and maintain cost and schedule baselines, Work Breakdown Structures, milestone schedules, spend plans, and project performance reports. The role will identify variances in project execution, provide timely performance feedback, and recommend corrective actions to address cost, schedule, and estimating issues throughout the lifecycle of projects, programs, and other work activities.
Project controls services will be performed using SRNS processes and procedures, with programmatic guidance provided by SRNS.
ResponsibilitiesCost and Schedule Control
  • Provide cost, schedule, baseline management, and Earned Value Management project controls support to assigned project teams.
  • Develop and maintain integrated cost and schedule baselines.
  • Develop milestone schedules, Work Breakdown Structures, and spend plans.
  • Support effective utilization of project resources, including equipment, manpower, facilities, and funding.
  • Monitor cost and schedule performance throughout the project lifecycle.
  • Analyze project performance and identify variances from approved plans and baselines.
  • Recommend corrective actions and mitigation strategies for cost, schedule, and estimating issues.
  • Support cost engineering, scheduling, trend analysis, forecasting, and project performance measurement activities.
Scheduling and Primavera P6
  • Develop, update, analyze, and maintain project schedules using Primavera P6.
  • Evaluate schedule logic, progress, milestones, constraints, and performance.
  • Integrate schedule information with cost and Earned Value Management data.
  • Prepare schedule status information and performance-monitoring reports.
  • Provide timely feedback to management regarding schedule risks, delays, and potential corrective actions.
Earned Value Management and DOE Compliance
  • Support project controls activities in accordance with DOE Order 413 requirements.
  • Apply Earned Value Management principles and requirements to assigned projects.
  • Support development, maintenance, and analysis of project performance baselines.
  • Evaluate cost and schedule performance information used for management decision-making.
  • Assist project teams with maintaining compliance with applicable project controls processes and procedures.
Cost Processing and Performance Reporting
  • Utilize cost-processing software to maintain and analyze project cost information.

  • Develop performance-monitoring information and recommend solutions to improve or mitigate project issues.

Field and Team Coordination
  • Conduct field walkdowns when required to understand project scope, progress, conditions, and system interfaces.
  • Interface with field personnel, project teams, management, and system representatives.
  • Coordinate with engineering, construction, operations, project management, and other project organizations.
  • Communicate project controls information clearly through oral presentations, written reports, and project meetings.
  • Work collaboratively to resolve cost, schedule, baseline, and performance issues.

Required QualificationsEducation and Experience
Candidates must meet one of the following combinations:
  • Master's degree in Business, Construction Management, a technical discipline, Engineering, or a related field, with at least five years of practical project controls experience involving both cost and schedule control or related activities.
  • Bachelor's degree in Business, Construction Management, a technical discipline, Engineering, or a related field, with at least seven years of practical project controls experience involving both cost and schedule control or related activities.
  • Associate's degree in Business, Construction Management, a technical discipline, Engineering, or a related field, with at least eleven years of practical project controls experience involving both cost and schedule control or related activities.
  • High School Diploma or GED with at least fifteen years of practical project controls experience involving both cost and schedule control or related activities.
Required Skills and Experience
  • Demonstrated proficiency developing cost and schedule baselines.
  • Experience developing milestone schedules.
  • Experience developing and maintaining Work Breakdown Structures.
  • Experience preparing spend plans and supporting effective utilization of equipment, manpower, facilities, and funding.
  • Strong knowledge of DOE Order 413 requirements.
  • Strong knowledge of Earned Value Management requirements and practices.
  • Advanced proficiency using Primavera P6 scheduling software.
  • Experience using cost-processing software.
