Job Description:
Job Summary: The Assistant General Counsel - Operations reports to the Tarrant County Hospital District Chief Legal Officer and has responsibility for providing legal advice on a wide variety of matters related to the legal operations of the Hospital District. Key responsibilities include, without limitation, serving as the senior in-house operations attorney in a highly regarded and visible role while managing staff, providing legal advice to operations, and supporting the Office of Legal Affairs. The position will also serve as a business and process compliance leader for the contracting management functions. The principal responsibility of this role is for the overall management of hospital operations and contracting and purchasing procedures in accordance with applicable law, regulations, and JPS policies. This position is responsible for ensuring adherence to relevant policies with an emphasis on enhancing and improving overall procurement processes, improving the efficiency of the competitive bidding, contracting, and approval processes, and improving the quality of contracts developed and/or negotiated under the applicable procurement requirements and JPS policies.
Essential Job Functions & Accountabilities:
  1. Responsible for oversight of legal issues impacting health system operations, including advising executives and health system team members.
  2. Manages attorneys and legal staff assigned to hospital and operational matters.
  3. Responsible for governance of contracting and competitive bidding functions, including oversight, staffing, policy development, training, and deployment of automated systems.
  4. Directs and develops departmental policies and procedures governing the contracts management function and contracting activities.
  5. Provides strategic guidance for contracting and procurement processes, partnering with procurement, clinical, legal, and operational stakeholders.
  6. Negotiates and documents a wide variety of contracts, change orders, and other agreements to obtain favorable business and legal terms.
  7. Responsible for overseeing the full contract lifecycle, including intake, review, approval, execution, and renewal processes.
  8. Ensures contracts are routed appropriately and receive all required approvals prior to execution.
  9. Develops and maintains contract management systems, document repositories, and legal technology tools supporting contracting operations.
  10. Provides oversight for contracts, document, and project management systems, including monitoring, analysis, and reporting of key metrics.
  11. Maintains knowledge of applicable laws, regulations, policies, and guidelines impacting hospital operations, public contracting, procurement, and supply chain functions.
  12. Evaluates contract compliance and advises on contractual rights, obligations, and risk mitigation strategies.
  13. Conducts research, benchmarking, and analysis to identify contracting efficiencies, cost savings, and best practices.
  14. Documents and reports process improvements, performance metrics, and cost savings related to contracting activities.
  15. Communicates and collaborates effectively with internal and external stakeholders to support operational objectives and ensure alignment.
  16. Educates and trains team members on legal, contracting, and procurement-related matters.
  17. Supervises staff to include implementing personnel policies, coaching, counseling, and conducting performance evaluations.

Required Qualifications:
  • Juris Doctor (JD) from an American Bar Association accredited law school.
  • 8 plus years of transactional and/or healthcare Law experience.
  • Current Texas State Bar Association license: OR, must pursue "Admission without Examination" as outlined based on reciprocity by the most recent standards established by the Texas State Bar Association resulting in receipt of a Texas State Bar Association license within 12 months of hire date.
  • Good standing with the Texas Bar Association or an equivalent state bar association.
Preferred Qualifications:
  • Previous experience as an in-house operations counsel in a complex healthcare environment.
  • Experience in negotiating/managing complex contracts, including IT, construction/design, and real estate.
