Job description

Scarsella Bros., Inc. is a family owned Heavy Highway Construction Company headquartered in Kent, WA. We are currently seeking an Environmental Compliance Lead to join our team. This position plays a vital role in ensuring environmental compliance. Environmental Compliance Lead is responsible for meticulously inspecting and verifying that all environmental permits are met, and compliance is upheld for our construction project(s). Duties include on-site verification inspections and documentation related to contracts, permits, and legal requirements. This position is crucial in promoting a respectful and inclusive work environment with a strong focus on diversity and equity.
Environmental Compliance Lead Responsibilities:
  • Provide on-site inspections and oversight to ensure project activities align with permit conditions, the Contract, and environmental and legal regulations.
  • Independently inspect and recommend mitigation measures, assess the acceptability of Best Management Practices (BMPs), and enforce permit requirements.
  • Monitor and document BMPs and perform verification sampling and monitoring for water quality and BMPs.
  • Examine field tests and apply environmental knowledge for detailed reporting.
  • Ensure proper notifications are made to the Environmental Compliance Supervisor and Project Manager.
  • Develop options for compliance issues and questions.
  • Attend weekly project coordination meetings to identify potential conflicts with permit conditions.
  • Review design documents and provide comments to ensure compliance with the Contract, permits, and legal requirements.
  • Assist with permit modifications and monthly reports, including researching and preparing modifications and extensions to permits.
  • Assist with training team personnel in allowed environmental construction methods and the use of BMPs.
  • Document "lessons learned" from compliance verification field experience to improve future contract documents for projects.

Qualifications:
  • Must have a bachelor's degree.
  • Current Certified Erosion and Sediment Control Lead (CESCL) Certification
  • Ability to perform tasks outdoors in construction field environments, which may be located in a forested area and may be subjected to inclement weather. The work may take place during the day or night and may expose workers to various hazards, such as exhaust, high-speed traffic, steep or uneven terrain, and heavy construction equipment. Some projects may require working under live traffic conditions, such as freeways, interstates, and highways.
  • Be able to develop, implement, and maintain systems for managing construction site runoff specifically as it relates to Chitosan Enhanced Sand Filtration (CESF) treatment. In addition to aiding in the development and implementation of the treatment plan, this includes daily monitoring of the system, and reporting per the project's individual NPDES requirements.
  • Ability to work on weekends or holidays or even extended hours. All work is on-site.
  • Possess a valid Driver's License.
  • Ability to pass background check with Port of Seattle.
