Summary of Duties: To perform entry-level professional engineering work in the design, investigation, and construction of public works and traffic engineering projects; and to serve as a member of an engineering design or traffic team.
Distinguishing Characteristics: This is the entry-level professional engineer classification. Incumbents perform office and field engineering work of low to moderate complexity under general supervision in preparation for advancement to the journey level of Assistant Engineer. Assignments are generally performed within a framework of established procedures.
Supervision Received: Receives general supervision from a higher-level professional engineer or Transportation Planner. Technical or functional supervision may also be provided by higher-level professional engineers.
Essential Job Functions

1. Prepares plans, specifications, and cost estimates for less complex public works and traffic engineering projects including streets, storm drains, sewer lines, traffic signals, streetlights and related projects
2. Researches design requirements and performs calculations
3. Assists with coordination of engineering and traffic projects between contractors and the City
4. Assists with administering and enforcing of City codes and standards on engineering projects
5. Performs plan checks to ensure contractor compliance with City specifications
6. Responds to citizen complaints concerning engineering/traffic problems
7. Performs engineering and traffic calculations
8. Performs field inspections of various engineering projects
9. Analyzes materials and design data submitted to the City
10. Performs SYNCHRO/Traffic Controller/service level programming
11. Analyzes simple traffic requests
12. Determines conformance of parcel and subdivision maps and improvement plans to City requirements
13. Maintains status of parcel and subdivision maps
14. Writes council reports, letters, memos and related written documents
15. Promotes and maintains safety in the workplace
16. Performs related duties as assigned

Minimum Qualifications
Knowledge of:

• Principles and practice of civil engineering and traffic engineering as applied to Public Works engineering.
• Methods, materials, and techniques used in the construction of Public Works projects.
• Engineering/Traffic equipment, modern development practices, current literature, and sources of information regarding civil/traffic engineering.
• Topographic and construction surveying.
• Operation of personal computers

Skill in:

• Performing design and traffic engineering functions.
• Preparing plans, drawings, specifications, diagrams and sketches pertaining to Public Works construction and development projects.
• Field reviewing projects for compliance with City standards

Ability to:

• Make engineering design/traffic computations and check, design and prepare engineering/traffic plans, studies, profiles, and maps.
• Use and care for drafting and surveying instruments.
• Learn applicable laws and regulatory codes applicable to areas of assignment.
• Prepare reports using technical data.
• Learn and understand City engineering and traffic policies and procedures.
• Make material and cost estimates.
• Establish and maintain cooperative working relationships.
• Promote the mission, values and standards of an effective public organization, particularly in the area of customer service.

Education: Bachelor's Degree from an accredited college or university in Civil Engineering or closely related field

Licenses and Certifications: A valid State of California Driver's License

Physical Demands and Working Conditions: Physical, mental, and emotional stamina to perform the duties and responsibilities of the position; manual dexterity sufficient to write, use telephone, computer, business machines, and consistently stand or walk up to four hours per day as required. Vision sufficient to read fine print and display monitors; hearing sufficient to conduct conversations occasionally over the noise from groups of people, in-person, and using the telephone; speaking ability in understandable voice with sufficient volume to be heard in normal conversational distance, occasionally in crowds of people and for addressing groups; physical ability to push, pull, squat, twist, turn, bend, stoop, and reach overhead; physical mobility sufficient to move about the work environment, walk on uneven surfaces and occasionally leap, jump, run for short distances; physical strength to lift twenty pounds from the floor; physical stamina sufficient to stand, walk and/or sit for prolonged periods of time; mental acuity to collect, interpret and analyze data, reason, define problems, establish facts, draw valid conclusions, make valid judgments and decisions.
Working environment is shared between an office and outside. Work outdoors under adverse condition in heat, wind, cold, and rain. Occasionally includes driving to job sites, training and out-of-office meetings.
Employee must complete SB 1343 Sexual Harassment Prevention Training within six months of appointment and every two years thereafter.
