Job description

Role: COBOL / MANTIS / Assembler Programmer

Location: Aberdeen, MD / Remote

Education/Certifications: BS in Computer Science, Information Systems, Engineering, IT, or related

Years of Experience: 5+ years’ mainframe system support and maintenance

Clearance Level & Investigation: Tier 3 or equivalent (ADP/IT-II)

IT Level (AR 25-2): IT-II or NACLC

IA Cert Level (DoD 8570.01): IAT Level II

Computing Environment Certifications: Relevant certification from nationally recognized authority (preferred)

Job Description:

  • Responsible for designing, developing, testing, and implementing COBOL/Assembler/Mantis programs to meet business requirements while maintaining and enhancing system to ensure optimal performance and reliability.
  • Debug and resolve issues in both batch and online systems.
  • Collaborate with stakeholders to gather and analyze system requirements, translating business needs into technical specifications and providing recommendations for system improvements and enhancements.
  • Work with SUPRA database such as VSAM to ensure seamless integration with COBOL/Assembler/Mantis programs while ensuring data integrity and security.
  • Develop and execute unit, integration, and regression tests for programs, ensuring compliance with coding standards and best practices, documenting test results, and addressing any identified defects.
  • Create and maintain technical documentation, including program specifications, flowcharts, and user manuals, while providing regular status updates and reports to project managers and stakeholders.
  • Document changes and updates to programs for future reference.
  • Support application, ensuring continued functionality while participating in modernization efforts.

Required Minimum Education:

  • BS in Computer Science, Information Systems, Engineering, IT, or closely related discipline.

Required Minimum Experience:

  • 5+ years relevant experience with mainframe system support and maintenance.
  • Requires knowledge and expertise with the following: Application development and maintenance; System analysis and requirements gathering; Demonstrated experience working with flat file DB systems; Demonstrated experience with testing and deploying changes to production; Demonstrated experience with documentation and reporting; Experience with ensuring appropriate compliance and security.

Required Clearance:

  • Must possess IT-II security clearance or have a current National Agency Check with Local Agency Check and Credit Check (NACLC).

Certifications:

  • Relevant certification from a nationally recognized technical authority preferred.
  • DoW Approved 8570 Baseline Certification: Category IAT Level II.
