Position Description Summary:       

The Web Developer/Engineer – Senior will provide application development, administration, cybersecurity, middleware, database integration, and technical support for the DLA Financial Website. The position will develop and maintain web applications, support Oracle WebLogic and Oracle database environments, remediate security vulnerabilities, maintain Section 508 compliance, and assist with application and server migrations to Military and Government Azure environments.


Responsibilities:        

•         Develop, maintain, test, and deploy DLA Financial Website applications using Java and related web technologies

•         Maintain Oracle WebLogic Application Server environments, including installation, configuration, monitoring, patching, diagnostics, alerts, authentication, and certificate management

•         Develop and maintain Java, Python, WebLogic, Linux shell, C#, HTML, JavaScript, SQL, PL/SQL, and related application code

•         Create and deploy Java class files, WAR files, JAR libraries, and application components

•         Review application security scans, interpret findings, prepare remediation plans, and mitigate vulnerabilities

•         Experience using Data Visualization and Business Intelligence Tools, create/maintain reports to

·       fit the reporting needs of Distribution & Budget divisions

•         Maintain Security Technical Implementation Guide and Risk Management Framework documentation

•         Support application logging and monitoring through tools such as ArcSight, Splunk, and Oracle Enterprise Manager

•         Support integration between WebLogic, Oracle databases, identity management servers, IBM MQ, and other enterprise systems

•         Develop web applications that meet Section 508 accessibility standards and support assistive technologies such as JAWS, ZoomText, Dragon, and Axe

•         Manage SSL certificates using tools such as Oracle Wallet Manager, OpenSSL, and Java Keytool

•         Support Red Hat Enterprise Linux and Windows development and production environments

•         Participate in the migration of servers and applications to Military and Government Azure environments

•         Develop and maintain technical documentation, including disaster recovery, threat mitigation, system design, coding standards, and operating procedures

•         Coordinate with database administrators, middleware administrators, cybersecurity personnel, and Government stakeholders to resolve technical issues

•         Maintain application source code using source control tools such as Git


Skills & Experience:  

•         Minimum of five years of relevant web application development or engineering experience

•         Proficiency in Java, Python, WebLogic scripting, Linux shell scripting, C#, HTML, and JavaScript

•         Experience with JDeveloper, Eclipse, Java SDK, Java Runtime, and related integrated development environments

•         Knowledge of J2EE, Struts 2, Model View Controller practices, JDBC, JSP, Servlets, Swing, and Java Messaging Service

•         Knowledge of reviewing WebInspect scan reports, interpret the results and mitigate vulnerabilities

•         Experience  preparing WebInspect remediation plan in accordance with (IAW) appropriate POA&M

•         Experience with HTML, CSS, JavaScript, jQuery, Material CSS, AngularJS, and Ajax

•         Experience administering Oracle WebLogic Application Server version 14.x or later

•         Experience with Oracle RDBMS, SQL, PL/SQL, SQLPlus, TOAD, and Oracle database servers

•         Experience with Red Hat Enterprise Linux, command-line tools, SSH, FTP services, Windows Server, and scheduled tasks

•         Experience with Oracle Enterprise Manager, WebLogic Diagnostic Framework, WLST scripting, and middleware monitoring

•         Knowledge of Oracle Identity Management, security realms, authentication providers, SSL certificates, and Java keystores

•         Experience with IBM MQ Series, Java Messaging Service, and WebSphere MQ administration or development

•         Experience using ArcSight and Splunk

•         Experience with application security testing tools and vulnerability remediation

•         Experience migrating applications and servers to Military and Government Azure environments

•         Knowledge of Section 508 compliance and assistive technologies

•         Experience developing disaster recovery, threat mitigation, design, and coding documentation

•         Experience with Apache Ant, Maven, Git repositories, and software build and deployment processes

•         Ability to work across development, test, and production environments and resolve complex cross-functional technical issues


Education:      

•         A bachelor’s degree in computer science, information technology, information systems, engineering, or a related technical field is preferred

•         Relevant certification from a nationally recognized technical authority


Security Clearance Required:           

•         The candidate must possess, at the time of proposal submission, a current Moderate Risk, Confidential, Non-Critical Sensitive Tier 3 investigation, formerly identified as NACLC, ANACI, or IT-II. The candidate must be eligible to access sensitive Government systems and information and maintain all required suitability determinations, certifications, and access credentials throughout the period of performance
