Job description

Purpose and Scope:

The FHE Technician installs, maintains, repairs, and adjusts pumps, control valves and meters, strainers and filters, water separators, and pipelines of liquid fuel systems for airfields to also include maintaining bulk storage installations and conventional/unconventional refueling systems which are used in fuel storage distribution systems.

Responsibilities:

  • Installs, maintains, repairs, and inspect the following FSE Assets:
  • R-18 Pumping Unit
  • R-19 Filter Separators
  • R-20 Servicing Platform
  • R-21 Plumbing Assembly
  • TASS
  • PMU-27 Pumping Cart
  • 50K Fuel Bladders
  • 210K Fuel Bladders
  • 10K Fuel Bladder
  • 210K Berm Liner
  • Adjusts/repair pumps, control valves, meters, strainers, filters, water separators, and all other elements of liquid fuel systems.
  • Makes periodic inspections of fuel bladders, pumping units in compliance with applicable regulations, to detect and correct leakage, corrosion, faulty fittings, and malfunction of mechanical units, meters, gauges, and hoses
  • Perform 90-day and 180-day inspections FSE assets per regulations, AFI and Technical Orders.
  • Inspects electrical wiring, switches, and controls for safe operating condition, grounding, and adjustment.
  • Repairs, replaces, and adjusts malfunctioning equipment to restore operating condition specified in regulations and repair manuals.
  • Disassembles, adjusts, aligns, calibrates gauges and meters, and perform hydrostatic hose testing.
  • Maintain and monitor the Shelf-life program for all FSE parts (hoses, valves, seals and any other items or materiel that have a shelf-life requirement).
  • Perform PMIs and function checks on all equipment to ensure that units are pumping and straining fuel IAW AFIs and Technical Orders.
  • Perform inventory of RSPs and UTC FSE kits on a semi and annual basis or when directed.
  • Prep assets for shipment to offsite locations.
  • Perform Limited Technical Inspections (LTIs) such as Acceptance, Shipment, and Condition on assets arriving or being shipped from the site.
  • Performs all other work as required by the section or program

Minimum Position Knowledge, Skills, and Abilities Required:

  • High school diploma or equivalent
  • Two (2) to five (5) years of job-related experience
  • Must be comfortable working in all weather conditions
  • Must have experience in the installation, operation, inspection, maintenance, and/or repair of fuel delivery systems
  • Must be physically able to operate a variety of machinery and equipment, trucks, forklifts, fuel pumps, hand tools, etc.
  • Must be physically able to operate motor vehicles.
  • Ability to read, speak and write English.
  • Must possess basic mathematical skills.
  • Must be able to obtain and maintain a Public Trust US Government Clearance.
  • NOTE: US Citizenship is required to obtain a Public Trust Clearance.

Contract requirements in accordance with Appendix J (Preferred):

  • Completed Fuels Apprentice Course (J3ABR2F031 00AB), military service or commercial equivalent.
  • Completed FORCE Course (Completed FORCE Course (J3AZR2F051 05AB) or 5 years' experience.
  • i) Government will schedule attendance at FORCE Course within 12 months of employment, if necessary.
  • ii) Certification: National Petroleum Management Association Certified Petroleum Journeyman (CPJ) or equivalent certification is acceptable in place of fuels apprentice training.

*Note: Applicable training and/or certifications must be obtained within approximately 90 days of hire.

Work Environment, Physical Demands, and Mental Demands:

While performing the duties of this job the employee is frequently required to walk; use hands to finger, handle, or feel; reach with hands and arms; talk or hear; and taste or smell. Requires climbing on ladders, scaffolding, and platforms standing, bending, and working in cramped areas; lifting and carrying tools and equipment which occasionally may weigh over 40 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, and the ability to adjust focus. While performing the duties of this job, the employee is frequently exposed to moving mechanical parts. The employee is occasionally exposed to wet and/or humid conditions; high, precarious places; fumes or airborne particles, toxic or caustic chemicals; outside weather conditions; extreme cold; extreme heat; risk and risk of electrical shock. The noise level in the work environment is usually moderate.

Service Contract Act (SCA) Compensation & Benefits:

This is an hourly, overtime-eligible position that falls under the Service Contract Act (SCA). In accordance with the Health and Welfare provisions of the SCA, and in addition to your base hourly rate, you may be eligible to receive an additional health and welfare payment for each hour you work to ensure compliance with the minimums set forth by the act. The amount you are entitled to receive will vary depending upon the fringe benefits you select now and in the future.
