Job description

The Opportunity

RS&H is currently seeking a full-time Senior Right of Way Appraiser for a full-time embedded position at FDOT District 1 in Bartow, FL.

The Senior Right of Way Appraiser supports the FDOT District One Right of Way program by providing advanced appraisal oversight, Right of Way cost estimate verification, and coordination between design, appraisal, and cost estimate teams.

The position's workload fluctuates based on the phase of the Right of Way project delivery cycle and focuses on maintaining accurate valuation data, schedules, and projections to support timely and cost-effective project delivery. Conduct field inspections to verify appraisal scoping and contracting processes.

Essential Functions:

  • Perform detailed technical reviews of appraisals and appraisal review reports for compliance with USPAP and applicable Right of Way appraisal standards.
  • Develop appraisal review statements.
  • Monitor and track appraisal and appraisal review schedules to support project delivery timelines.
  • Identify and monitor appraisal update requirements associated with Orders of Taking.
  • Assist with appraisal-related contract management activities, including review of consultant invoices and deliverables.

To be successful in this role, you must:

  • Have a bachelor's degree from an accredited program and a minimum of 7 years' experience, with primary focus in government land acquisition activities, including at least 3 years of experience in transportation acquisition projects, or equivalent combination of education and experience. 
  • Be a Certified General Appraiser by the State of Florida.
  • Demonstrate advanced proficiency with Microsoft Office.
  • Must possess demonstrated right of way technical skills.
  • Requires strong attention to detail, commitment to follow through, and ability to work independently following general direction and oversight from leadership.
  • Must have strong verbal and written communication, as well as strong interpersonal skills, with the ability to relate to and understand people in a courteous and professional manner. Must possess the ability to build and maintain strong working relationships, demonstrate professional courage, and guide and influence others.
