Job description

Job Responsibilities   Under limited supervision, the Application Developer IV serves as a senior technical expert responsible for leading the analysis, design, development, and enterprise-level modification of complex software systems that support agency operations. This position requires proficiency in object-oriented programming, T-SQL, web applications, API services, scripting languages, and source control tools such as TFS/DevOps. Experience with cloud-based platforms and web services integration will also be applied.

Duties include interpreting, developing, debugging, and testing software applications as well as using UI frameworks like MudBlazor and/or DevExpress, and modern UI/UX principles. This role ensures the reliability, security, and modernization of mission-critical applications-including custom and COTS solutions-while aligning with the agency's strategic IT goals. The role also includes oversight of web services, cloud-based integrations, and related technologies that support internal and external system communication.

The position collaborates with ITS leadership to implement long-term development strategies, adopt emerging technologies, and guide the full software development lifecycle across teams. Minimum and Additional Requirements A bachelor's degree in computer science or a related area and 6 years of experience in computer system development and modification. Relevant experience may substitute for the bachelor's degree on a year-for-year basis.

Preferred Qualifications 10 years of application development experience, with extensive system-level knowledge of programming techniques, information systems, and computer languages. Strong skills in writing and revising programs, interpreting technical instructions, and analyzing complex data. Experience coordinating technical teams and producing clear technical reports is required.
