Koniag Professional Services,a Koniag Government Services company, is seeking an experiencedBusiness Analyst to support enterprise technology initiatives within a dynamic federal IT environment. This role supports the development and sustainment of SharePoint Online and Microsoft Power Platform solutions, serving as a critical liaison between business stakeholders, leadership, and technical delivery teams. The ideal candidate is a detail-oriented and analytically driven professional with a strong foundation in business analysis, agile delivery, and operational sustainment who thrives in a fast-paced, collaborative environment.

The Business Analyst is responsible for supporting enterprise technology initiatives with requirements analysis, business analysis, enabling agile delivery processes, and supporting operational sustainment efforts. This individual serves as a liaison between business stakeholders, leadership, and technical teams to ensure business requirements are accurately documented, prioritized, and implemented throughout the full delivery lifecycle.

Principal responsibilities will include but are not limited to:
  • Meet with stakeholders to gather, document, and validate business and operational requirements across enterprise technology initiatives.
  • Analyze current business processes and workflows to identify gaps, risks, and improvement opportunities, providing actionable recommendations to program leadership.
  • Develop and maintain a comprehensive suite of business analysis artifacts, including:
  • Functional requirements specifications
  • User stories and acceptance criteria
  • Workflow documentation and process diagrams
  • Support requirements traceability and scope management activities throughout the delivery lifecycle.
  • Provide ongoing clarification of business rules and functional requirements to development teams, ensuring accurate and consistent implementation.
  • Support the creation and maintenance of operational and reporting artifacts in alignment with program standards and stakeholder expectations.
Reporting:
  • Prepare weekly and monthly delivery and operational status reports for program leadership and client stakeholders.
  • Analyze backlog, service, and operational data using Microsoft Excel and Power BI to identify trends, performance gaps, and improvement opportunities.
  • Develop and maintain reporting dashboards and metrics related to delivery performance and backlog health using Azure DevOps and Power BI.
  • Support the identification of automation and process optimization opportunities leveraging low-code platforms and related technologies.
Agile Delivery:
  • Facilitate agile ceremonies including backlog refinement, sprint planning, retrospectives, and status meetings, ensuring productive and outcomes-focused sessions.
  • Maintain and monitor product backlogs to ensure alignment with business priorities and roadmap objectives.
  • Coordinate with client and contractor leadership to support roadmap execution and delivery tracking activities.
  • Track and document project risks, issues, dependencies, and action items, ensuring timely escalation and resolution.
  • Support operational sustainment and maintenance activities within enterprise Operations and Maintenance (O&M) environments.
  • Promote adherence to established agile delivery processes and backlog management standards across the team.
  • Identify and recommend process improvement opportunities to enhance delivery effectiveness and overall team operations.
Education and Experience: Required:
  • Bachelor's degree in Business Administration, Information Systems, Computer Science, or a related field from an accredited college or university.
  • Minimum of 5 years of experience supporting enterprise Operations and Maintenance (O&M) initiatives in a Business Analyst capacity.
  • Minimum of 2 years of experience using Azure DevOps or a similar backlog and project tracking tool.
  • Demonstrated experience developing and owning Power BI reporting outputs, including dashboard design, data modeling, and stakeholder-facing report delivery.
  • Experience supporting agile delivery teams in a federal government IT environment.
Preferred:
  • Prior experience supporting federal government IT programs or contracts.
  • Experience working within SharePoint Online development and sustainment environments.
  • Familiarity with Microsoft Power Platform application development and automation capabilities.
Required Skills and Competencies:
  • Exceptional communication skills in English—both written and oral with the ability to clearly articulate complex business and technical information to diverse audiences including senior leadership, technical developers, and non-technical stakeholders.

  • Advanced proficiency with Microsoft Power BI for dashboard development, data visualization, and operational reporting.
  • Demonstrated experience developing and maintaining user stories, acceptance criteria, and functional requirements in an agile delivery environment.
  • Strong facilitation skills with experience leading agile ceremonies including sprint planning, backlog refinement, retrospectives, and stakeholder status meetings.
  • Experience with requirements traceability and scope management in enterprise IT delivery programs.
  • Proficiency with ServiceNow for IT service management and operational tracking activities.
  • Strong organizational skills with the ability to manage multiple concurrent priorities, deliverables, and stakeholder relationships in a fast-paced environment.
  • Experience tracking and documenting project risks, issues, dependencies, and action items with a high degree of accuracy and attention to detail.
Desired Skills and Competencies:
  • Certified Business Analysis Professional (CBAP), PMI Professional in Business Analysis (PMI-PBA), or equivalent business analysis certification.
  • Agile or Scrum certification (e.g., Certified Scrum Master (CSM), PMI-ACP, SAFe Agilist) or equivalent demonstrated experience.
  • Experience supporting process improvement initiatives using low-code or no-code automation platforms within a Microsoft 365 environment.
