Reporting to IT Department Leadership, the Developer II - Application Development position is responsible for the development, modification, and implementation of Inland Empire Health Plan's internal/external applications.

Key Responsibilities
  • Gather project requirements and document business solutions.
  • Execute full lifecycle of software development (agile).
  • Communicate efficiently/effectively with all internal/external business entities.
  • Create well designed, testable efficient code.
  • Create test cases for new and existing applications.
  • Design, develop and implement software independently or within a team.
  • Serve as a subject matter expert in key businesses projects.
  • Conduct code reviews and discuss solutions with junior developers.
  • Review and maintain legacy software.
  • Develop software requirements and determine operational feasibility.
  • Perform any other duties as required to ensure Health Plan operations and department business needs are successful.
  • Qualifications

    Education & Requirements 

    • At least three (3) years of experience developing multi-tiered, efficient, highly responsive web applications required
    • Candidates must possess solid work experience in client side through middle-tier/back-end web development
    • Healthcare experience is preferred
    • Bachelor's degree in Computer Science or a related field from an accredited institution required

    Key Qualifications

    • Strong knowledge and understanding of:
      • Client-side implementations and frameworks such as AngularJS
      • Software development languages C# & Java with an acute emphasis toward Web service development (WCF, Web API)
      • Web UI development (JavaScript, JQuery, CSS, and HTML)
      • Development architecture (MVVM and MVC)
      • Database design & development (MS SQL, ORACLE, MySQL)
      • Configuring hosting environments for web applications (IIS)
      • Familiarity with the Form.io dynamic form building platform is a plus
      • Acute analysis, observation, and good communication skills
      • Strong skills in the server-side development stack
      • Ability to work well in a team is essential
