Job description

Provides technical expertise and coordination for transportation programs involving design, building construction projects, construction of transportation systems, traffic operations, maintenance of highways and facilities, or bridge inspection and appraisal in accordance with Department standards. Assists with project planning and the development of policies and procedures for area of responsibility. Work requires contact with governmental officials, consultants, contractors and private entities. Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor.

Essential Duties:

  • Assists with administering and monitoring district maintenance contracts and service agreements.
  • Ensures compliance with specifications for devices; safety laws, rules, and regulations; and the Texas Manual on Uniform
    Traffic Control Devices.
  • Inspects railroad crossings to identify devices to be installed or upgraded; reviews draft railroad signal construction
    and re-planking plans.
  • Investigates and responds to public complaints on traffic signals, signs, railroad crossings, pavement markings, traffic
    management systems or other traffic related items.
  • Prepares and distributes strip maps for speed zones.
  • Researches and evaluates data, interprets and analyzes results, prepares reports and recommends solutions to problems.
  • Reviews and oversees plan packages submitted by consultants.
  • Reviews construction records, inspection reports and records audits to ensure contractors build roadways, bridges and
    related structures in accordance with plans and specifications.
  • Performs other job responsibilities as assigned.
     

Additional Duties for Transportation Specialist II:

  • Serves as program coordinator responsible for coordination of advanced engineering/architectural projects from
    initiation to completion.
     

Minimum Qualifications:

Education: Bachelor's Degree in a related discipline. Relevant experience may be substituted for education on a year per year basis. Substitutions for Minimum Qualifications

Experience
Transportation Specialist I: 2 years
Transportation Specialist II: 4 years
Experience must be in transportation design, construction, traffic operations, maintenance, bridge inspection experience. (Experience can be satisfied by full time or prorated part time equivalent). 

Licenses and Certifications: Valid driver's license. This position requires driving a state vehicle.

Competencies:

Considerable Knowledge Of:

  • Applicable plans, specifications and estimates preparation, review, processing and compliance requirements
  • Traffic operations engineering principles, practices and methods and the application of engineering theory
  • The Texas Manual on Uniform Traffic Control Devices
     

Proficient Skill In:

  • Writing, reviewing and revising documents to include engineering notes, specifications, standards and procedures
  • Performing calculations to include material and labor estimates, expenses, technical survey data and engineering
    calculations
  • Planning, coordinating and handling multiple projects within area of responsibility to meet short and long-term deadlines
  • Analyzing, organizing, and communicating business and technical data
  • Using computers, applicable programs, applications, and systems
     

Physical Requirements and Working Conditions:

  • Subject to inside and outside environmental conditions
  • Required to wear protective gear-respirator, hard hat, or other device
  • Light work: Lift up to 20 lbs at a time and frequently lift or carry objects up to 10 lbs
  • Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
