Job description

Kind of Work St. Louis County is currently seeking a highly motivated, business-focused professional to serve in the IT Project & Business Analyst role. The successful candidate will drive large-scale technology projects through all phases of the Systems Development Lifecycle, ensuring alignment between business objectives and technical delivery.

Responsibilities include requirements gathering, workflow analysis, backlog refinement, QA/UAT coordination, release planning, and post-deployment performance evaluation. Project domains include dashboard and reporting solutions, internal and externally developed Enterprise system rollouts, and AI/automation initiatives. The salary range reflected above is the normal hiring range for 2026.

The full salary range, including longevity pay, is as follows: IT Project and Business Analyst: $32.32 - $45.97 per hour. IT Project and Business Analyst Senior: $37.40 - $53.43 per hour. This position is part of the Civil Service Basic Unit Employees Collective Bargaining Agreement represented by Council 5 of AFSCME

Distinguishing Features of Work IT Project & Business Analyst An employee in this class is responsible for gathering requirements and engaging internal development staff and vendors in the design of small to moderate scale hardware/software systems and integrations. Duties include working within scope and operations requirements; developing functional design specifications; planning and deploying new and existing systems; advising and training staff. The work is performed under the direction of assigned supervisory staff.

IT Project & Business Analyst Senior An employee in this class is responsible for serving as an enterprise architect, gathering requirements, and engaging internal development staff and vendors in the design of complex hardware/software systems and integrations spanning multiple departments. Duties include defining the scope, business and operational requirements; developing functional design specifications; planning and deploying new and existing systems; coordinating and training staff. The work is performed under the direction of assigned supervisory staff.

Work Environment These work environment factors are general in nature and may vary depending on the specific position being filled. CONSTANT: Near vision; hear within 5 feet; bend neck; use fingers; rotate neck; sit; talk/speak, and work inside. FREQUENT: Lift and carry up to 20 pounds; midrange and far vision; hear up to 20 feet; grasp; handle; maintain posture; reach; static neck position; twist at waist; right and left wrist turn; work alone, with and around others; and customer/public contact.

OCCASIONAL: Climb stairs; crouch, and stoop/bend. Possession of a valid driver's license.

MINIMUM QUALIFICATIONS - IT Project and Business Analyst Senior (Pass/Fail): Graduation from an accredited college or university with a Bachelor's degree in business administration, computer science, management information systems, information technology, or a closely related field and six (6) years full-time paid verifiable business analysis or project management experience; OR graduation from an accredited college or university with an Associate's degree in business administration, computer science, management information systems, information technology, or a closely related field AND eight (8) years full-time paid verifiable business analysis or project management experience; OR an equivalent combination of education and experience as determined by the Human Resources Director. Possession of a valid driver's license. Note: At the discretion of the hiring authority, the successful candidate may be considered for appointment at the IT Project and Business Analyst or IT Project and Business Analyst Senior level, contingent on minimum qualifications and department need.
