Job description

Nakupuna Consulting is looking to hire a Program Analyst to support a DoW client within the Department of the Navy (DON) in executing day-to-day administrative, analytical, and professional support requirements. The Program Analyst will support the client in business operations, strategic event planning and execution, scheduling and coordination, records management, and senior leadership engagement. The role requires an organized critical thinker with excellent communication and collaboration skills.


The following reflects management’s definition of essential functions for this job but does not restrict the tasks that may be assigned. Management may assign additional duties and responsibilities to this job at any time due to reasonable accommodation or other reasons.  

  • Maintain daily liaison with Flag and SES level managers and receive and process incoming correspondence, reports, and instructions. 
  • Utilize DON correspondence tracking systems (e.g., ETMS2) to manage all SECNAV, OSD, and other external organizational taskers to include but not limited to Congressional taskers, instructions, notices, manuals, and acquisition correspondence. 
  • Handle classified material and documents of varying security classifications in accordance with the security classification manual or DoW or DON security documentation. 
  • Prepare draft responses to actions in a variety of formats including email, internal memoranda, and official correspondence using congressional or DON and DoW formats. 
  • Prepare pre-meeting reviews, coordinate meetings, attend meetings, provide minutes for government approval, and track action items. 
  • Coordinate, collect, consolidate, and analyze information in support of office. Prepare reports and presentations to support action officers. Conduct director-level action item tracking. Coordinate with directors and external agency personnel to facilitate completion of action items.   
  • Schedule and manage internal and external meetings, teleconferences, and program reviews. 
  • Manage and maintain quality control of official files and shared online library, in accordance with DON guidelines. 
  • Manage all aspects of onboarding and the checkout of personnel to include permanent staff, rotational staff, and visitors. 
  • Assist with escort requirements. 
  • Assist with the planning and coordination of official Navy ceremonies and events.

Skills/Qualifications: The ideal candidate is familiar and has experience with the following technical knowledge, skills, and abilities: 

  • Outstanding verbal and written communication skills, especially with high level stakeholders.  
  • Proven track record in project management, including managing complex multi-stakeholder tasks and deliverables, and evaluating business operations and processes to determine effectiveness. 
  • Self-motivated and self-monitoring, exceptional oral and written communications, and ability to multi-task. 
  • Excellent organizational skills and attention to detail. 
  • Experience editing technical documents to ensure proper format, grammar, and style. 
  • Highly proficient in Microsoft Office Suite, including Word, PowerPoint, and Excel. 
  • Correspondence management experience is preferred.

Education and Experience: This position requires 3 years of relevant experience. Must be proficient in Microsoft Office and DoW/DON tasker systems (e.g., ETMS2). Experience working in an Echelon 1 organization and working with SES/FO/GO is highly recommended. This position requires a bachelor’s degree from an accredited university or college, or equivalent with a combination of education and experience.

Clearance: Active Secret. Must be a U.S. citizen.  

Physical Requirements: The ideal candidate must at a minimum be able to meet the following physical requirements of the job with or without a reasonable accommodation:

  • Ability to perform repetitive motions with the hands, wrists, and fingers.
  • Ability to engage in and follow audible communications in emergency situations.
  • Ability to sit for prolonged periods at a desk and working on a computer.

The Nakupuna Companies use a market-based compensation strategy to ensure that our employees are compensated within applicable market ranges commensurate with multiple factors, including but not limited to the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability, organizational requirements, and position location. The projected compensation range for this position is $75,000 to $90,000 (annualized USD). The salary range displayed represents the typical salary range for this position and is just one component of Nakupuna Companies' total compensation package for employees.
