Job description

General Description The Database System analyst & Programmer provides application support and development of new applications required by the Court organization. The Database Systems Analyst & Programmer designs, codes, tests, and analyzes software programs and applications. Responsibilities include researching, designing, and modifying software specifications, resolving application issues and providing status updates as needed.

The position requires strong technical expertise and independence, provides daily and after-hours Help Desk support, and reports to the Director of Judicial Information systems & Technology. Hours of Work Monday through Friday 8am-5pm Essential Functions Demonstrates proficiency in programming languages identified by the JIS Division, to develop efficient, well-structured programs and procedures. Demonstrates an ability to interpret requirements and to develop clear, concise programming specifications, procedures, and functions for system enhancements and new development.

Demonstrates the ability to analyze existing processes, and develop effective, efficient solutions. Demonstrates knowledge of relational database concepts. Proposes database changes in a manner that ensures the consistency of database files and fields Follows established JIS programming standards and change management procedures.

Maintains an organized development library containing active code. Performs thorough unit testing ensuring programs meet specifications while minimizing rewrites, Designs, develops, modifies, tests, and debugs data entry display screens, reports, and other system outputs. Creates clear, concise documentation explaining processes, procedures, system changes, and proposed solutions.

Assesses user business needs; defines requirements, conducts feasibility studies and recommends appropriate technology solutions. Conducts user training on systems and applications. Duties, responsibilities, programs, and activities may change, or new ones may be assigned Knowledge Skills Abilities and Education Required In-depth, hands-on knowledge of and experience with enterprise and desktop applications. Working knowledge of the principles of computer programming and systems analysis, design, testing and documentation. Working knowledge of Django and Python is preferred Working knowledge of HTML, CSS, and JavaScript is preferred.

Working knowledge of the general operating principles and capabilities of computer hardware and software Working knowledge of software reference libraries and related utility programs Working knowledge of computer security systems and procedures Working knowledge of computer networking and telecommunications Working knowledge of computer operating systems Working knowledge of database management systems Ability to prepare and interpret computer program documentation Ability to adhere to standards, procedures, guidelines and technical manuals Ability to analyze policies, procedures and operations, organize their component parts into system specifications, databases and/or programs and adapt them to an automated system Ability to troubleshoot and resolve routine hardware and/or software problems Working knowledge of the principles of project management Ability to work outside of normal business hours Able to develop and interpret technical documentation for training and end user procedures. Knowledge of trends in technology relating to software applications. Ability to present ideas and communicate in both technical and user-friendly language Understanding of the branch's goals and objectives.

Ability to effectively prioritize and execute tasks in a high-pressure environment. Experience working in a team-oriented, collaborative environment. Possesses the understanding and ability to work with confidential information on a regular basis.

Ability to understand and carry out oral and written instructions. Follows policy and cooperates with supervisor. Education and Work Experience Requirements (Ed and/or Other Requirements) Requires education or training equivalent to a bachelor's degree in computer science or master's degree.

Other Qualifications Valid Illinois driver's license Must pass a criminal background check Physical Requirements Requires light to medium work involving standing or walking some of the time, exerting up to 50 pounds of force on a regular basis, and moderate dexterity in operating machinery, tools, or office equipment.
