Activities mainly: 80% of the time - Within the resource allocation pole, the administrative and financial manager will assist the senior managers of the PA and PH envelopes on all the following missions: Resource allocation PA and PH Proposals for orientations and criteria for the distribution of all measures constituting the regional limited envelopes PA and PH. Elaboration of the budget orientation report, preparation of meetings with the Federations and Departments Management and monitoring of the ONDAM PA and PH, reliability of the data of the regional dashboard tables: campaign budget monitoring table, non-renewable credit financing table (CNR), elaboration and monitoring of procedures and surveys Preparation of financial follow-up of CPOM commitments, PH critical situations, tariff convergence credits and PAS complementary financing Follow-up and reliability of the implementation of the pricing with the Medical and Social Establishments (ESMS) PA and PH Preparation and participation in technical exchanges with the CNSA Remounting of information to the CNSA and/or Ministry (DGCS), Consolidation of the pricing data of the SIDOBA information system with the SEPPIA information system Preparation of the SSIAD and SERAFIN-PH resource allocation reforms Analysis and monitoring of the budgetary and financial situation of the ESMS Constitution of tools and procedures allowing the analysis of the financial situation of the ESMS and managing bodies Follow-up of applications and exploitation of data from the IMPORT CA/EPRD/ERRD application (regulatory framework of the ESMS budgets) Support to agents in territorial autonomy units for the assistance in the qualification of the States Forecast of Revenues and Expenditures (EPRD), analysis of the Realized States of Revenues and Expenditures (ERRD) and administrative accounts (CA) and the realization of plans for return to equilibrium Follow-up and objectivation of the ESMS in financial difficulty Exploitation and processing of databases for the realization of financial studies and a regional conjoncture note 20% of the time - Within the support to the quality and transformation of the medico-social offer pole, it exercises support to the planning PA/PH in connection with the "planning" framework and the resource allocation poles: Collection and formatting of information related to the elaboration of the organization schemes, action programs, follow-up of the equipment rates of the region Participation in the expertise diagnosis function of the PA/PH part of the PRS in a pair with the planning framework, Participation in the PRIAC follow-up with the same framework Data entry of the PA/PH programming on SEPPIA, Representation of the Direction of Autonomy to working groups on observation and information system.
