SUMMARY

The Data & Analytics Unit is responsible for collecting, analyzing, and interpreting healthcare data to support decision-making across the Los Angeles County Department of Health Services (DHS). The unit manages patient care and operational data, using analytics to identify patterns, predict outcomes, and improve service delivery. The unit also ensures data integrity, governance, and regulatory compliance.

The Data & Analytics Unit is seeking a Principal Information System Analyst to serve as a technical expert for Azure-based data engineering initiatives, specializing in Microsoft Azure Synapse, Fabric, and modern cloud data architectures. This role designs, implements, and optimizes large-scale data pipelines, cloud-native processing solutions, and integration services, while providing technical guidance and strategic direction across the Data & Analytics organization.

ESSENTIAL FUNCTIONS

  1. Serve as a technical subject matter expert for Azure-based data engineering and analytics platforms.
  2. Architect, design, and implement scalable data processing and integration solutions using Azure Synapse Analytics and Microsoft Fabric.
  3. Develop and optimize end-to-end data pipelines for ingesting, transforming, and delivering large volumes of structured and unstructured data.
  4. Implement cloud-native data processing using notebooks, PySpark, and distributed compute frameworks.
  5. Design and maintain ETL solutions that support medallion architecture patterns (bronze/raw, silver/curated, gold/consumption-ready layers).
  6. Develop and maintain Azure Function Apps, including backend services and integrations using C#.
  7. Ensure performance, reliability, security, and cost optimization of Azure data solutions.
  8. Define and enforce data engineering standards, best practices, and architectural patterns.
  9. Collaborate with enterprise architecture, security, and DevOps teams to align solutions with organizational standards.
  10. Support production operations, troubleshooting complex issues, and driving root cause resolution.

JOB QUALIFICATIONS

The ideal candidate will have experience with big data and distributed data processing technologies such as Hadoop and Spark, including PySpark and notebook-driven development, as well as strong knowledge of cloud-based data platforms (e.g., AWS, Azure, Google BigQuery, OCI). Experience using agile methodologies, project management tools, and developing stakeholder-facing materials such as dashboards, presentations, and training documentation is required.

Education/Experience

  • Bachelor's degree or higher from an accredited institution in Computer Science, Information Technology/Systems or a closely related quantitative field.
  • 5+ years of experience, with 2+ years at a Senior Information Systems Analyst level creating complex data models from transactional clinical and operational data for use in interactive business intelligence solutions. Skilled at writing and optimizing Transact-SQL code.
  • Strong proficiency in ETL (Extract, Transform, Load) processes and tools, data modeling, and data architecture best practices.
  • Proven experience with big data technologies and frameworks (e.g., Hadoop, Spark, Kafka).
  • Experience with PySpark, distributed data processing, and notebook-driven development.
  • Deep understanding of cloud-based data platforms such as AWS, Azure, Google BigQuery, Oracle Cloud Infrastructure (OCI), etc.
  • Experience using project management tools and templates and experience using agile methodology and its application to software and data product development.
  • Experience developing a variety of stakeholder materials, including but not limited to dashboard reports, concise stakeholder presentations, and staff training materials/guides.

Certificates/Licenses/Clearances

  • Successful clearing through the Live Scan process with the County of Los Angeles.

Other Skills, Knowledge, and Abilities

  • 5+ years experience with data visualization tools like Tableau and PowerBI.
  • Knowledge of JIRA is a plus.
  • Hands-on development experience with Azure Functions, including C# application development and cloud integrations.
  • Familiarity with DevOps and CI/CD practices for cloud data platforms.
  • Strong system design, troubleshooting, and performance optimization skills.
  • Ability to influence technical direction, evaluate new technologies, and drive architectural decisions.
