SUMMARY
The Data & Analytics Unit is responsible for collecting, analyzing, and interpreting healthcare data to support decision-making across the Los Angeles County Department of Health Services (DHS). The unit manages patient care and operational data, using analytics to identify patterns, predict outcomes, and improve service delivery. The unit also ensures data integrity, governance, and regulatory compliance.
The Data & Analytics Unit is seeking a Senior Information System Analyst to support the Quality Incentive Pool (QIP) program within the Data & Analytics team by designing, analyzing, and optimizing data solutions for complex quality measures. This role requires deep expertise in SQL, healthcare quality analytics, cloud-based data platforms, and the ability to translate complex business and technical requirements into reliable, high-performance analytical solutions.
ESSENTIAL FUNCTIONS
  1. Support the Quality Incentive Pool (QIP) program by developing, validating, and maintaining data pipelines, measures, and analytical outputs.
  2. Analyze business requirements documents (BRDs) and technical specifications to accurately code and implement QIP quality measures.
  3. Design, write, optimize, and troubleshoot complex Transact-SQL queries to ensure performance, scalability, and data accuracy.
  4. Identify data issues, perform root cause analysis, and recommend sustainable solutions to improve data quality and reliability.
  5. Develop and maintain ETL processes for large datasets, transforming data from raw/bronze layers to curated, business-ready gold layers using a medallion architecture.
  6. Leverage cloud analytics platforms (preferably Azure Synapse and/or Microsoft Fabric) including notebooks and PySpark for data processing and analytics.
  7. Collaborate with data engineers, analysts, and business stakeholders to ensure alignment of data solutions with program objectives.
  8. Support data visualization and reporting efforts using tools such as Tableau to present insights to business and leadership teams.
  9. Participate in system design reviews, testing, documentation, and ongoing production support.

JOB QUALIFICATIONS
The ideal candidate for the Senior Information Staff Analyst position will have experience developing and maintaining analytical data pipelines and measures, and translating business requirements into accurate, scalable data solutions. The candidate will demonstrate strong proficiency in writing, optimizing, and troubleshooting complex Transact-SQL queries, as well as identifying data issues and implementing data quality improvements.
The ideal candidate will also have experience building ETL processes for large datasets using modern data architectures, working with cloud-based analytics platforms (preferably Azure Synapse and/or Microsoft Fabric) with PySpark and notebooks, and collaborating with technical and business stakeholders. Experience supporting data visualization and reporting, participating in system design, testing, documentation, and production support is required.
Education/Experience
  • Bachelor's degree or higher in a quantitative field such as Information Systems, Computer Science, Data Analytics.
  • 4+ years experience at writing and optimizing Transact-SQL code
  • 4+ years experience with data visualization tools like Tableau and PowerBI, and use of cloud data platforms
  • Demonstrated experience working on large, complex data sets in enterprise data warehouse or cloud analytics environments.
  • Experience working in healthcare data environments, preferably involving quality measures, value-based programs, or QIP-related initiatives is a plus.
  • Knowledge of JIRA and agile methodology is a plus.

Certificates/Licenses/Clearances
  • Successful clearing through the Live Scan process with the County of Los Angeles.

Other Skills, Knowledge, and Abilities
  • Advanced knowledge of Transact-SQL, including query optimization, performance tuning, and complex data modeling.
  • Strong analytical and problem-solving skills with the ability to identify root causes and translate findings into actionable solutions.
  • Experience reviewing and implementing complex Business Requirement Documents (BRD) and technical specifications.
  • Hands-on experience with Azure Synapse Analytics and/or Microsoft Fabric.
