Summary Statement

This position is located within the DHSS Grants unit. The Grants unit is responsible for the Department-wide grant processes and is moving towards centralization. This position will be responsible for pre-award setup of grants, clearinghouse process, budget preparation and transfers, support post-award activities, in addition to audits and other tasks related to the Medicaid program.\r\n

Essential Functions

Since class specifications are descriptive and not restrictive, employees can complete job duties of a similar kind not specifically listed here.\r\n\r\n\r\n\r\n\r\n Plans, develops, and conducts diverse fiscal studies including analyzing and compiling financial data, information, and applicable business, financial, and/or regulatory plans. Ensures completeness and accuracy of data and adequate documentation.\r\n Identifies errors, issues, patterns or trends, and opportunities for improvement/cost savings.\r\n Prepares and produces regular budgetary reports, financial forecasts, and projections based on analyses, which may include estimating revenue, expenditures, or reimbursements.\r\n Monitors and analyzes program expenditures for compliance with budgets, applicable agreements, grants, or contracts, as well as state or federal laws, rules, and regulations.\r\n Works with division and fiscal staff to review, develop, and maintain budgets.\r\n Researches technical questions regarding financial and regulatory compliance with applicable state and federal laws, rules, and regulations.\r\n Analyzes payroll, resources, and other information to assist in the development of staffing plans.\r\n Analyzes legislative projects to support development of the capital improvement budget or other initiatives and may evaluate and monitor assets and liabilities.\r\n Monitors and analyzes state and federal legislation to determine possible impact on the agency's overall financial position.\r\n Uses computer software including financial modeling software to perform analysis scenarios, and automated information systems to research, review, analyze, document, and report on financial information.\r\n Conducts other special reviews, studies and/or projects relevant to the assigned agency's operations and presents findings.\r\n May supervise two or more merit full time positions. The elements of supervision include performing the following on a regular and continuing basis: planning, assigning, reviewing, evaluating, coaching, training, disciplining, and recommending hire, termination, and promotion.\r\n Performs other related duties as required.\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n

Job Requirements

JOB REQUIREMENTS for Fiscal Analyst II\r\nApplicants must have education, training and/or experience demonstrating competence in each of the following areas:\r\n\r\n\r\n1. Applicants must possess at least one of the following:\r\nFour years' experience incompiling, analyzing, and reporting on financial data to ensure effective and efficient accounting of funds or to make projections for financial planning.\r\n\r\nOR\r\n\r\n\r\nPossession of a Bachelors degree or higher in Accounting, Business Administration, Economics, Finance, Business Management, Computer Information Systems or a related field.\r\n\r\n\r\nIn addition to the above requirement, applicants must meet all of the job requirements below:\r\n2. Six months' experience in financial administration such as comprehensive analysis of programs, budgets, projects, services, alternatives, and costs; financial planning, revenue generation, revenue forecasting, expenditure forecasting, cash flow management and establishing internal control.\r\n3. Two years' experience in planning, designing, and conducting fiscal management studies.\r\n4. Two years' experience in analyzing financial problems, developing alternatives, recommending and advising management on solutions.\r\n
