Position Overview: ZenPoint Solutions is seeking an Technical Project Manager to support a federal law enforcement agencyโ€™s major enterprise application modernization initiative. The legacy software system utilizes an outdated architecture that must be modernized into a responsive, microservices-driven application.


In this critical role, the Technical Project Manager will oversee all aspects of the project, leading an exclusive, dedicated technical delivery team through complex development phases to evolve existing software assets into a Full Operating Capacity. The ideal candidate brings a proven track record of driving high-performing agile development teams, managing schedule and technical constraints, mitigating project risks, and navigating cloud architectures within federal environments.


This position is contingent upon the successful award of a government contract and subsequent government approval.


Key Responsibilities:

  • Project & Team Leadership: Oversee all aspects of the project, taking total responsibility for leading a dedicated technical delivery team.
  • Problem Solving & Solutioning: Analyze new and complex project-related difficulties to craft innovative solutions involving the project's schedule, baseline technology, development methodology, tools, and financial parameters.
  • Systems Analysis & Planning: Provide deep application systems analysis and establish robust long- and short-range plans for application selection, software development, application maintenance, and supporting resources.
  • Agile Scrum Management: Deliver working software solutions conforming strictly to agency Agile Scrum methodology, maintaining high metrics for sprint predictability, story flow efficiency, and minimal sprint-to-sprint carryover.
  • Backlog & Requirement Vetting: Coordinate closely with the government Product Owner to refine product backlog items, optimize user story validation, and guarantee high backlog readiness.
  • Stakeholder Collaboration: Interface effectively and professionally with a variety of internal agency personnel, external co-contractors, and law enforcement industry representatives.
Requirements:

Required Qualifications:

  • Candidate must be a United States Citizen and present proof of Citizenship, if selected
  • Bachelorโ€™s Degree from an accredited institution
  • Minimum of 6 years of experience managing complex IT programs or systems development lifecycles
  • At least one of the following certifications: AWS Certified Solutions Architect - Associate; AWS Certified Solutions Architect - Professional; Certified Scrum Master (CSM); Professional Scrum Master I (PSM I); Professional Scrum Master II (PSM II); Professional Scrum Master III (PSM III); Advanced Certified Scrum Master (A-CSM); Certified Scrum Professional - Scrum Master

Desired Qualifications:

  • Cloud Architecture Experience: Proven experience delivering or managing applications hosted in Amazon Web Services (AWS) or similar secure federal GovCloud environments.
  • DevSecOps & Automation Familiarity: Conceptual understanding of continuous integration/continuous delivery (CI/CD) pipelines (e.g., Jenkins, GitLab), automated testing tools, and containerized platforms like OpenShift.
  • Legacy System Modernization: Experience managing the transition or migration of legacy codebases (.NET environments, Microsoft SQL Server databases) into modular microservices architectures.
  • Federal Mandate Compliance: Prior experience aligning software deliverables with strict data governance policies, NIST SP 800-53 security controls, and federal accessibility standards (Section 508 compliance).
