Job description

Amazon builds fast-and behind every new Fulfillment Center, Sortation Center, Delivery Station, and capital investment is a critical question: **Are we buying the right solution at the right price?** We're looking for a **Cost & Value Engineering Manager** to partner with Amazon's North America Design & Construction stakeholders, delivering construction cost engineering and value engineering services that optimize design, validate costs, and inform capital investment decisions across Amazon's infrastructure network.
This role is high-impact, high-variety, and technically demanding. You'll develop bottom-up cost estimates, should-cost models, and Value Engineering analyses across a diverse portfolio of building types, material handling equipment (MHE), automation, and capital projects. From multi-site retrofit programs to complex, one-off initiatives, you'll evaluate design alternatives, optimize specifications, identify cost drivers, and produce defensible cost models that shape sourcing, design, and investment decisions. Working from early concepts through bid-ready construction documents, you'll apply technical expertise to balance cost, quality, performance, and operational requirements.
As part of Amazon's Global Procurement Organization within the Sourcing Excellence pillar, you'll partner closely with Engineering, Design, Construction, Procurement, and Category teams to ensure Amazon is buying the right solution at the right price. You'll also collaborate with AI and Market Intelligence Solutions, leveraging AI-powered tools to accelerate analysis, develop scalable cost intelligence, and advance next-generation automation that expands the reach and impact of Cost & Value Engineering across Amazon.
Key job responsibilities
Deliver independent, bottom-up cost estimates for construction, equipment, and capital investment projects across Amazon's global portfolio, spanning retrofit, expansion, new-build, automation, and equipment deployment initiatives.
Develop cost estimates from early-stage concepts through supplier selection and implementation, adapting methodologies and analytical depth to available project information and design maturity.
Build and maintain scalable estimating models and templates while developing detailed bottom-up cost models for complex, site-specific initiatives requiring advanced analytical judgment.
Perform should-cost modeling, benchmarking, and Value Engineering analyses to evaluate design alternatives, optimize specifications, identify cost drivers, and ensure Amazon is buying the right solution at the right price.
Leverage AI-powered tools to automate data gathering, cost modeling, benchmarking, and pattern recognition while applying engineering judgment to validate outputs and resolve complex or ambiguous scopes.
Drive the development of scalable AI-enabled cost intelligence solutions by curating project and market data, validating model performance, and identifying opportunities to automate routine analytical activities.
Partner with Engineering, Design, Construction, Procurement, Category Management, and business stakeholders to validate assumptions, communicate cost risks, evaluate alternatives, and influence sourcing and investment decisions.
Peer review cost models, estimates, and Value Engineering recommendations to ensure technical rigor, consistency, and alignment with current market conditions and best practices.

The Sourcing Excellence team helps Amazon answer two fundamental questions: **Are we buying the right product?** (Value Engineering) and **Are we paying the right price?** (Cost Engineering). **Value Engineering** ensures Amazon is investing in the right construction solutions, equipment, and technologies by optimizing specifications, design, materials, and performance to maximize business value while meeting operational requirements. **Cost Engineering** establishes cost transparency and price confidence through bottom-up cost estimation, should-cost modeling, benchmarking, market intelligence, and cost driver analysis to determine what construction projects, equipment, and services should cost.
Together, these disciplines provide transparent, fact-based insights that enable informed sourcing, design, and investment decisions throughout the project lifecycle. Our vision is to make cost and value transparency a strategic capability across the organization, ensuring every investment delivers the optimal balance of cost, quality, performance, and operational requirements. Today, the team supports billions of dollars in managed spend across construction, material handling equipment, automation, and other strategic sourcing categories, and continues to scale its impact through AI-enabled solutions, standardized mechanisms, and cross-functional partnerships.
BASIC QUALIFICATIONS
- 3+ years of program or project management experience
- 3+ years of working cross functionally with tech and non-tech teams experience
- 3+ years of defining and implementing process improvement initiatives using data and metrics experience
- Knowledge of Excel (Pivot Tables, VLookUps) at an advanced level and SQL
- Experience defining program requirements and using data and metrics to determine improvements
- Bachelor's degree in Mechanical Engineering, Electrical Engineering, Construction Management or an equivalent engineering science
- Experience in cost engineering, value engineering, commercial development, construction, capital projects, equipment, automation, or related technical disciplines, including roles such as Cost Engineer, Value Engineer, Engineer, Architect, Construction Manager, Development Manager, Equipment Engineer, Manufacturing Engineer, Owner's Project Management Representative, Cost Consultant, or other related technical cost and value management roles.
PREFERRED QUALIFICATIONS
- 3+ years of driving end to end delivery, and communicating results to senior leadership experience
- 3+ years of driving process improvements experience
- Experience in stakeholder management, dealing with multiple stakeholders at varied levels of the organization
- Experience building processes, project management, and schedules

The base salary range for this position is listed below. Your Amazon package will include sign-on payments and restricted stock units (RSUs). Final compensation will be determined based on factors including experience, qualifications, and location.
