Job description

Job Type: 1-year Contract - Full Time. This position is available as either W2 or C2C
Pay: $90-105
Location: Hybrid - Some travel to Sacramento, CA is required based on the need (~4-5 times a year)
Project: State of California IT Project - This position will involve working on a large state IT project supporting a complex case management and payroll system, helping improve Agile culture and build State expertise in a project currently led by a systems integrator contractor.
About the Role
We are looking for a high-energy, persuasive, and tenacious Project Manager / Agile Coach who can take initiative, win people over, and work with State managers and sponsors to drive positive change in how software improvements and delivery efficiencies are done using Agile. This is not an advisory or suggestion-based role, but someone who can step in and help. The ideal candidate blends strong project management discipline with Agile domain leadership and has the interpersonal skills to work across diverse stakeholder groups, navigate resistance, and deliver results. You must be comfortable working with skeptical audiences who are adverse to change.
Responsibilities
  • Balance technical project management with Agile-domain leadership across a complex, multi-stakeholder state IT environment
  • Advocate firmly for the State on all Agile matters - writing guidance, developing procedures, and collaborating with State managers to ensure they're actually implemented
  • Facilitate and lead the development and updates of Agile Roadmaps that give teams structure, focus, vision, and sequential priorities
  • Write clear technical Agile requirements for incorporation into the Systems Integrator (SI) Statement of Work (SOW) in the event of contract changes
  • Provide strong relational leadership across diverse stakeholder groups: OTSI managers/Agile Scrum Masters, CDSS managers/Agile Product Managers, and CGI contractor Agile teams - with an understanding of the PMO-Sponsor-SI contractor culture
  • Integrate Agile practices into the Project Management Office (PMO) framework and toolkit
  • Deliver targeted training and coaching to build Agile skills across teams, including stepping in as Scrum Master when needed
  • Support teams during Agile Sprints to ensure processes are followed
  • Proactively identify problem areas and drive solutions - not wait to be asked
  • Educate and inform key stakeholders on Agile topics in ways that build buy-in and lead to action

Required Qualifications
  1. 5+ yearsof Project Management experience, with recent experience strongly preferred
  1. At least 5 years of full-time experience on Agile Software Development projects in the last 10 years, in a Scrum Master or Agile Coach/Trainer capacity
  2. At least 3 years of full-time Agile coaching experience in the last 5 years
  3. At least 3 years of experience developing or implementing Scrum or a scaled Agile framework (e.g., SAFe, Disciplined Agile, Large Scale Scrum, etc.)
  4. At least 2 years of experience in the last 5 years using estimating models (e.g., Fibonacci, Scrum Poker) on large or complex Agile projects comparable in scope to CMIPS
  5. At least one of the following certifications (equivalent certifications may be considered for an otherwise strong candidate):
    • Certified Scrum Professional (CSP)
    • ICAgile Certified Professional - Agile Coaching
    • Scrum Alliance Certified Enterprise Coach (CEC)
    • Certified Scrum Trainer (CST)
    • Certified Team Coach (CTC)
  6. Demonstrated ability to advocate for the State and state project resources
  7. Proven ability to influence and motivate diverse groups - including when facing resistance - and a track record of changing how teams work, not just recommending changes

Desirable Qualifications
  1. State government experience strongly preferred
  2. Experience on a State of California large IT project
  3. Familiarity with California state business practices and PMO-Sponsor-SI contractor culture
  4. PMP certification
  5. State of CA PAL experience
  6. State of CA residency
