Job description

Our client is seeking an experienced Civil Site Development Estimator to join their team. This role is responsible for preparing accurate and competitive cost estimates for commercial civil site development projects, with a strong emphasis on underground utilities including water, sewer, and storm drainage systems. The ideal candidate has extensive experience in sitework estimating, strong analytical skills, and the ability to collaborate effectively with project management, operations teams, subcontractors, and suppliers.

Key Duties & Responsibilities

  • Prepare detailed cost estimates for civil site development projects, including grading, earthwork, paving, and underground utility systems
  • Perform accurate quantity takeoffs from plans, specifications, and bid documents
  • Review project drawings and specifications to identify scope requirements and potential risks
  • Solicit, analyze, and evaluate subcontractor and supplier quotations
  • Develop scopes of work, budgets, and bid packages for subcontractors and vendors
  • Analyze site conditions, constructability concerns, and project risks to ensure complete and competitive bids
  • Coordinate with project managers and operations teams during project turnover and handoff
  • Maintain estimating databases, historical cost information, and current market pricing
  • Track bid outcomes and identify opportunities to improve estimating accuracy and competitiveness
  • Maintain current knowledge of labor rates, material pricing, equipment costs, and market trends
  • Attend pre-bid meetings and site visits as required

Qualifications

  • Minimum of 5 years of estimating experience in civil site development
  • Strong experience estimating underground utility work for commercial construction projects  
  • Proven ability to read and interpret civil drawings, specifications, and bid documents
  • Experience using estimating and takeoff software such as Agtek, HCSS, Bluebeam, or similar platforms
  • Strong understanding of civil construction means and methods, including earthwork, grading, utilities, and paving
  • Excellent attention to detail with strong organizational and time-management skills
  • Ability to manage multiple bids and meet tight deadlines
  • Strong written and verbal communication skills
  • Proficient in Microsoft Office Suite, especially Excel

Preferred Qualifications

  • Experience working with general contractors and developers on commercial construction projects
  • Knowledge of local subcontractor networks, suppliers, and regional pricing trends
  • Background in civil engineering, construction management, or related field
  • Field experience in sitework or utility construction is a big plus
