The General Manager – Fuel Farm is ultimately responsible for the safe, compliant, reliable, and efficient operation of the aviation fuel storage and distribution facility.

This position requires an experienced aviation fueling leader with demonstrated knowledge of aviation fuel storage, receipt, quality control, hydrant distribution systems, equipment maintenance, regulatory compliance, and fuel facility management.

The General Manager is responsible for implementation and adherence to Menzies Aviation Safety, Security, Quality, Environmental, Training, and operational policies and SOPs, as well as applicable airline requirements, airport requirements, industry standards, and local, state, and federal regulations.

The successful candidate must possess sufficient technical knowledge and operational experience to independently oversee fuel-farm activities, recognize unsafe or non-compliant conditions, manage fuel-quality issues, support regulatory and customer audits, and ensure corrective actions are completed.

What you will be doing

• Maintain overall responsibility for the safe, compliant, and reliable operation of the aviation fuel facility, including fuel receipt, storage, transfer, filtration, quality control, hydrant distribution, inventory control, maintenance, and emergency response.
• Ensure facility operations comply with applicable requirements of ATA Specification 103, NFPA 407, OSHA regulations, applicable Energy Institute (EI) standards/recommended practices, ASTM aviation fuel specifications, airline fuel-quality requirements, airport requirements, and Menzies Aviation procedures.
• Maintain a strong working knowledge of ATA 103 requirements applicable to fuel storage facilities, including fuel receipt, storage, filtration, sampling, testing, equipment inspection, recordkeeping, hydrant operations, differential pressure monitoring, sump management, and fuel-quality control.
• Maintain sufficient working knowledge of NFPA 407 – Standard for Aircraft Fuel Servicing to ensure appropriate controls are maintained for aviation fueling facilities, fueling equipment, emergency shutdown systems, fire protection, electrical safety, vehicle/equipment operations, and other applicable fire-safety requirements.
• Ensure compliance with applicable OSHA requirements, including Hazard Communication, PPE, Lockout/Tagout (LOTO), confined-space requirements, fall protection, electrical safety, respiratory protection where applicable, emergency response, and other occupational safety requirements associated with aviation fuel facilities.
• Provide direct management oversight of the station's Fuel Quality Control Program and ensure QC personnel are properly trained, qualified, and performing required inspections, sampling, testing, and documentation.
• Maintain working knowledge of aviation fuel-quality testing and inspection practices, including Clear & Bright testing, free-water detection, membrane/particulate testing, differential pressure monitoring, filter inspections, sump sampling, tank sampling, fuel receipt testing, and investigation of abnormal fuel conditions.
• Ensure aviation fuel meets the applicable product specification and customer requirements prior to release for aircraft use, including applicable requirements associated with ASTM D1655 and customer fuel-quality specifications.
• Ensure questionable or potentially contaminated fuel is immediately quarantined and prevented from entering aircraft service until properly investigated, tested, documented, and authorized for release.
• Understand and oversee the operation and maintenance of aviation fuel-farm infrastructure, including storage tanks, hydrant systems, pipelines, pumps, motors, valves, filter vessels, meters, pressure‑control systems, EFSO/E‑stop systems, PLC/HMI systems, automatic tank gauging systems, leak‑detection systems, and associated facility equipment.
• Ensure preventative and corrective maintenance programs are established and completed for critical fuel‑facility assets and that equipment deficiencies affecting safety, fuel quality, environmental compliance, or system integrity are appropriately removed from service until corrected.
• Ensure appropriate programs are maintained for tank inspections, pipeline inspections, cathodic protection, leak detection, meter calibration, filter maintenance, hydrant maintenance, pump and motor maintenance, and other applicable facility integrity requirements.
• Lead and collaborate with Operations, Quality Control, Maintenance, Safety, Environmental, and Training personnel to conduct risk assessments, inspections, audits, operational training, emergency exercises, and corrective‑action programs.
• Maintain facility readiness for airline/customer fuel‑quality audits, airport inspections, regulatory inspections, internal audits, environmental inspections, and other applicable compliance reviews.
• Ensure audit findings and deficiencies are properly documented, assigned, tracked, corrected, and closed within established timelines.
• Ensure employees performing safety‑sensitive and fuel‑quality‑critical tasks are properly trained, qualified, and current before being authorized to independently perform those functions.
• Ensure the development, implementation, and maintenance of applicable emergency and environmental plans, including ERP, EAP, LCP, BCP, SPCC, FRP, EERP, and SWPPP, as applicable to the facility.
• Ensure environmental compliance associated with fuel spills, petroleum storage, secondary containment, stormwater, waste management, spill reporting, and regulatory notifications.
• Maintain appropriate controls for fuel inventory, reconciliation, receipts, issues, gains/losses, product movements, and accounting of company/customer assets.
• Participate in development and management of station budgets, capital projects, maintenance expenditures, staffing plans, and vendor/contractor services.
• Ensure contractors performing work on fuel systems are properly qualified and that work affecting fuel‑system integrity or fuel quality is appropriately controlled, inspected, tested, and documented before equipment is returned to service.
• Maintain regular communication with airline customers, airport representatives, consortium representatives, regulatory agencies, vendors, and internal leadership as required.
• Direct, coach, and hold Managers, Supervisors, QC personnel, Maintenance personnel, and operational employees accountable for meeting established safety, quality, operational, and financial expectations.

The General Manager is responsible for maintaining effective oversight of aviation fuel inventory, custody‑transfer records, reconciliation, and inventory‑control processes. The General Manager must demonstrate sufficient technical and operational knowledge to identify inventory discrepancies, validate supporting documentation, and ensure fuel movements are accurately captured and reconciled.

Fuel Quality Control & Technical Compliance

The General Manager must demonstrate the ability to effectively manage an aviation fuel‑quality program and must possess working knowledge of the following, as applicable to the facility:

• ATA Specification 103 – Standard for Jet Fuel Quality Control at Airports.
• NFPA 407 – Standard for Aircraft Fuel Servicing.
• ASTM D1655 – Standard Specification for Aviation Turbine Fuels.
• Applicable Energy Institute (EI) standards and recommended practices associated with aviation fuel filtration, equipment, hydrant systems, storage, and fuel quality.
• Applicable airline or industry Fuel Quality Control Manuals, including customer‑specific requirements.
• Fuel receipt, storage, transfer, filtration, sampling, testing, and release procedures.
• Hydrant‑system inspection, maintenance, flushing, commissioning, pressure control, and emergency shutdown principles.
• Fuel storage tank inspection, sumping, water management, inventory control, and product‑quality monitoring.
• Fuel contamination recognition, investigation, quarantine, recertification/release, and escalation procedures.
• Fuel‑system maintenance controls and return‑to‑service requirements.
• Documentation and record‑retention requirements for fuel‑quality‑critical activities.

The General Manager is not expected to replace the station QC Manager or technical specialist but must possess sufficient technical knowledge to effectively supervise the program, recognize deficiencies, challenge questionable practices, respond to abnormal conditions, and demonstrate facility compliance during customer or regulatory audits.

Safety, Security & Environmental Compliance

The General Manager is responsible for establishing a strong safety and compliance culture and ensuring employees:

• Take reasonable care for their own health and safety and the safety of others.
• Comply with applicable company policies, OSHA requirements, airport rules, environmental requirements, and aviation fueling procedures.
• Immediately report hazards, spills, near misses, injuries, equipment deficiencies, fuel‑quality abnormalities, and unsafe conditions.
• Properly utilize PPE and follow LOTO, confined‑space, fall‑protection, electrical‑safety and other applicable procedures.
• Do not operate equipment or perform fuel‑quality‑critical functions unless properly trained and qualified.
• Understand and properly utilize emergency shutdown and spill‑response systems.
• Participate in required safety, fuel‑quality, environmental, emergency‑response, and recurrent training.
• Stop work when an unsafe condition, fuel‑quality concern, or significant compliance issue is identified.

What we are looking for:

• Bachelor's degree from an accredited college or university preferred; or equivalent combination of aviation fuel operations experience, technical training, and management experience.
• Minimum 7–10 years of aviation fueling, fuel storage, fuel‑farm, hydrant‑system, petroleum terminal, or closely related experience, with several years in a supervisory or management capacity strongly preferred.
• Demonstrated experience managing or providing direct oversight of an aviation fuel storage and distribution facility strongly preferred.
• Demonstrated working knowledge of ATA 103 and aviation fuel quality‑control requirements.
• Working knowledge of NFPA 407 and its application to aviation fueling operations and facilities.
• Working knowledge of applicable OSHA requirements for petroleum/fuel‑facility operations.
• Demonstrated understanding of aviation fuel receipt, storage, filtration, sampling, testing, hydrant distribution, and fuel‑quality management.
• Experience with aviation fuel‑quality inspections, customer audits, regulatory inspections, corrective‑action programs, and documentation.
• Familiarity with applicable ASTM and Energy Institute standards associated with aviation turbine fuel, filtration, storage, hydrant systems, and fueling equipment.
• Experience with fuel‑facility equipment including storage tanks, pumps, motors, valves, filter vessels, meters, hydrant systems, EFSO systems, PLC/HMI controls, automatic tank gauging, and leak‑detection systems preferred.
• Knowledge of SPCC, FRP, SWPPP, spill response, petroleum storage, and environmental compliance requirements preferred.
• Ability to interpret technical manuals, drawings, P&IDs, inspection reports, fuel‑quality records, maintenance documentation, and regulatory/customer requirements.
• Demonstrated ability to identify operational and fuel‑quality risks and implement effective corrective actions.
• Strong leadership, employee‑management, communication, customer‑management, and decision‑making skills.
• Ability to effectively communicate technical and operational matters with airline fuel‑quality representatives, auditors, airport authorities, regulatory agencies, contractors, and senior leadership.
• Must possess and maintain a valid driver's license.
• Must be authorized to work in the United States.
• Must be able to proficiently read, write, and speak English.
• Must successfully complete required criminal background checks and pre‑employment drug testing.
• Must be available to work variable schedules and respond to after‑hours fuel‑quality, environmental, equipment, safety, or operational emergencies, including nights, weekends, and holidays when necessary.
• Proficiency with Microsoft Word, Excel, PowerPoint, Outlook, and applicable computerized maintenance, fuel inventory, quality‑management, and operational systems
