About this Job
The mission of the Department of Insurance is to enforce the insurance laws and regulations of the state impartially, honestly, and expeditiously.
The Louisiana Department of Insurance is seeking an IT Applications Specialist 1/2 to support the ongoing development, enhancement, and maintenance of the applications that power the Louisiana Fortified Homes Program (LFHP). The specialist will work hands-on in the program's existing codebase and will collaborate daily alongside contract developers, LDI IT staff, and the program's business stakeholders to keep the LFHP systems reliable, secure, and compliant with LDI's Software Development Standards.
The ideal candidate is already comfortable with the Microsoft/.NET web application stack that LDI systems are built on-along with the third-party tools layered on top of it, such as Telerik UI, reporting/PDF libraries, and email and logging services-can pick up and maintain an existing codebase, and can bring modern practices, including approved AI-assisted development tooling, to improve delivery speed and quality.
Minimum Qualifications
Six years of experience in information technology; OR
Six years of full-time work experience in any field plus four years of experience in information technology; OR
An associate's degree in information technology plus four years of experience in information technology; OR
A bachelor's degree plus four years of experience in information technology; OR
A bachelor's degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus three years of experience in information technology; OR
A master's degree plus three years of experience in information technology.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
NOTE:
A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.

Job Duties and Other Information
Job Duties:
As an IT Applications Specialist 1/2 in the Office of Management & Finance/Information Technology Division, you will/may:
  • Develop, enhance, debug, and maintain the LFHP web and mobile-facing applications and their integrations, within LDI's development, testing/staging, and production environments.
  • Write and maintain application code in C#/.NET (ASP.NET MVC, Web API, Razor Pages) with Entity Framework, plus JavaScript/jQuery front-end work.
  • Write and execute unit and integration tests to validate application functionality prior to merging into staging and production environments.
  • Work within LDI source control (Azure DevOps / Team Foundation Server / Git), checking in stable code daily and following LDI's promotion process from development to staging to production.
  • Coordinate closely with contract developers and LDI IT staff to maintain consistency, shared understanding, and adherence to LDI naming conventions, data standards, and coding standards.
  • Produce and maintain required documentation (system design, data dictionary, deployment instructions, user manuals) in the LDI-approved format.
  • Where approved, use AI development tooling to accelerate and improve development and maintenance.
