Position Description:

We are seeking an experienced Technology Program Manager to establish, lead, and continuously improve our Technology and Application Portfolio. This role is responsible for defining project governance, standards, and reporting, while ensuring Technology initiatives are delivered on time, on budget, and aligned with business strategy.

The ideal candidate is both strategic and hands-onโ€”comfortable designing frameworks while also spearheading projects and providing senior leadership with clear visibility into delivery, risks, and outcomes.

Primary responsibilities:

PMO Leadership & Governance

  • Define project intake, prioritization, and portfolio management processes aligned to business objectives.
  • Ensure consistent project documentation, stage gates, and approval processes.
  • Establish and maintain IT PM governance, standards, methodologies, and best practices (Agile, Waterfall, Lean, hybrid).

Portfolio & Program Management

  • Oversee the IT project portfolio, balancing capacity, priorities, risks, and dependencies.
  • Oversee commercial software pipeline by working with public feedback, understanding comparable solutions and develop feature and issue remediations.
  • Develop commercial product level strategic roadmaps and coordinate prioritization conversations and decision making.
  • Provide executive-level reporting on project health, timelines, budgets, and benefits realization.
  • Partner with IT and business leaders to align initiatives with strategic goals.

Delivery Excellence

  • Continually improve execution, accountability, and outcomes.
  • Identify delivery risks early and drive mitigation strategies.
  • Promote continuous improvement through lessons learned and performance metrics.
  • Review project success and adoption post delivery to ensure success.

Financial & Resource Management

  • Support project budgeting, forecasting, cost tracking and results.
  • Assist with resource planning and demand management across all Technology initiatives.

Stakeholder & Communication Management

  • Act as a trusted partner to CIO and business stakeholders, both internal and external.
  • Communicate project status, risks, and decisions clearly at all levels of the organization.
  • Facilitate steering committees and executive reviews as needed.

Required Qualifications:

  • 5+ years of experience in technology project, program, or portfolio management.
  • 3+ years leading or operating within a PMO environment.
  • Strong understanding of project management methodologies (Agile, Scrum, Waterfall, Kanban, hybrid).
  • PMP, PgMP, PMI-ACP, SAFe, Six Sigma or similar certifications.
  • Experience with project portfolio management tools (e.g., Smartsheet, Planview, Clarity, Jira, MS Project, MS Planner).
  • Experience in delivering and managing commercial/public software solutions.
  • Proven ability to work with executive stakeholders and cross-functional teams.
  • Strong data, reporting, and executive storytelling skills.
  • Background in delivering Technology solutions.
