Job description

Missions

The Directorate of Public Security and Explosives Affairs (DEPSA) develops the public policy for the control of civilian arms and ensures its coherence. Through the actions of the Central Service for Arms and Explosives, which is one of its pillars, it leads the territorial network for the implementation of this policy. The DEPSA leads the public policy for the control of explosives for civilian use by closely associating the general directorates of the National Gendarmerie and the National Police. It is also the legal interlocutor of the other directorates and ministries on this regulation. It provides the necessary expertise to the prefectures as well as to the committees established by the various directives and regulations and also applies to develop a consolidated partnership with the private sector (unions, professionals, economic operators). The "Explosives" office is composed of a bureau chief, an assistant to the bureau chief, and three agents: a category A agent, an administrative secretary, and a major of the National Police. The "Explosives" office participates in the development of texts on explosives for civilian use, precursors of explosives, and pyrotechnic articles, in close collaboration with the Ministry of Ecological Transition and the Ministry of the Armed Forces, which are competent in their field, as well as with all other interlocutor structures. The normative activity of the Central Service for Arms and Explosives is part of the reform of the law on explosives, led by the interministerial explosives commission. In this capacity, the "Explosives" office leads the actions aimed at adapting the regulation on civilian explosives.

Profile Sought

As an expert, you must:

  • Contribute fully to the various normative projects carried out by the office by providing expertise, advice, and support
  • Ensure technological and technical surveillance related to civilian explosives, pyrotechnic articles, and precursors of explosives
  • Analyze documentary sources relating to civilian explosives, pyrotechnic articles, and precursors of explosives
  • Help produce all the documentary elements required for the development of standards, instructions, communications, and all other related actions
  • Accompany the implementation of the reform of the law on explosives by collaborating on the elaboration and design work of the office
  • Provide technical, technological, and legal advice to the requests of decentralized services and any other service seizing the explosives office
  • Collaborate on various awareness-raising actions aimed at prefectures and internal security forces
  • Be a force of proposals to develop the tools and pedagogical training content for different audiences by working with all entities of the DEPSA and outside the DEPSA
  • Participate in the work related to the information system on explosives (SILEX)
  • Participate in the increase in capacity and skills of the office and state actors on all subjects treated in interministerial, and sometimes international, the Explosives Office being a contributor to several European expert groups
