Job Duties

For more than three decades, the Virginia Lottery has worked to build a strong reputation, one synonymous with providing fun, entertaining experiences and doing so responsibly and with integrity. Proceeds from traditional Lottery games support K-12 public education in Virginia. Taxes generated by sports wagering and casino gaming, which are regulated by the Lottery, benefit other priorities of the Commonwealth.
The Virginia Lottery is currently seeking a Motion Graphics Designer to join our Marketing Department.
The Motion Graphics Designer plays a critical role in bringing the Virginia Lottery brand to life through dynamic, visually compelling content. This position requires a broad range of motion and design skills to transform static concepts into engaging visual experiences by incorporating animation, audio, and visual effects. Working from creative briefs, the designer executes design, animation and video production projects that align with established brand guidelines and lottery advertising standards while maintaining a high level of creativity and attention to detail.
Success in this role depends on the ability to manage multiple projects, meet deadlines, and collaborate effectively within a fast-paced creative team environment. The Motion Graphics Designer partners closely with other staff designers, copywriters, and editors/producers to deliver cohesive, high-quality creative across consumer platforms and lottery consumer equipment.
Proficiency in industry-standard tools-including Adobe Suite, primarily, After Effects, Adobe Illustrator, Premier Pro and Photoshop and 3D modeling applications such as Cinema 4D/Blender-is essential. Knowledge of HTML5 advertising standards and experience developing HTML5 digital assets using Google Web Designer or comparable industry-standard software. The ideal candidate is both technically skilled and highly collaborative, contributing to a culture of creativity, accountability, and continuous improvement.
Note - This position requires in-office work three days per week including Tuesday and Wednesday.

Minimum Qualifications

Bachelor's Degree in Graphic Design, Motion Graphics, Animation, Visual Communications, or a related field.
A minimum of 2-4 years' professional experience in motion graphics, animation, or digital design in a corporate, agency, or production environment; experience in advertising or marketing environments preferred.
Effective communication and organizational skills required. Familiarity with lottery products, promotions, or compliance-driven advertising standards is a plus.
Advanced Motion & Design Expertise: Demonstrated knowledge of motion graphics principles, animation techniques, and visual storytelling to create engaging, high-impact content that brings creative concepts to life.
Software Proficiency: Expertise in industry-standard tools including Adobe After Effects, Adobe Illustrator, and 3D modeling applications and the ability to learn and adopt emerging technologies.
Knowledge of HTML5 advertising standards and experience developing HTML5 digital assets using Google Web Designer or comparable industry-standard software.
Brand & Standards Adherence: Strong understanding of brand guidelines and advertising standards, with the ability to consistently produce accurate, on-brand creative assets across multiple platforms.
Project Management & Attention to Detail: Ability to manage multiple assignments simultaneously, meet deadlines, and deliver high-quality work with precision, accuracy, and attention to detail.
Collaboration & Communication: Proven ability to work effectively with cross-functional teams, communicate ideas clearly, and adapt to feedback in a fast-paced, team-oriented environment.
