Job Description

This position exists to provide college-wide and consortium leadership on key initiatives (e.g., college planning, enrollment management, facilities) and administrative management and leadership at Minnesota State College Southeast to the Professional and Practical Nursing Programs, and assistance with other Health Sciences Programs as identified by the Dean of Faculty & Academic Operations. This includes developing and continually improving these programs, as well as managing resources and personnel effectively to meet program outcomes.

Participation on college-wide committees and task forces is required as well as provision of leadership with college-wide initiatives. The position holder is responsible for program development and revision at the college in consultation with the other division deans. In addition, this position requires interaction with legislative governing bodies, collaborative work with other system health care programs, community stakeholders, and educational disciplines that support student learning.

Policy, Curriculum and Program Planning Development, Evaluation

Facilitate and support faculty in the planning, development, and evaluation of curricula so student and academic program needs are met.

• Support existing academic and career programs to ensure the program curriculum and resources are relevant. Ensure curriculum in assigned areas meets the demands of current practice, accreditation agencies, and regulatory bodies including the Minnesota Board of Nursing.
• Lead accreditation and program approval processes, including responses to annual surveys and reports.
• Encourage and lead curriculum/program review, development, assessment, and technological innovation. Manage curriculum based on results of the program review and evaluation process.
• Lead development of new programs designed and based on input from relevant constituencies, needs analysis, and cost projections. Visioning and leadership will be required with this position.
• Maintain and update admission (written and online) materials for the Nursing program.
• Convene and/or serve on the Nursing program and other advisory committees. Maintain information on staffing and student needs and use patterns to identify upcoming needs.
• Meet regularly with program/department faculty and other administrators to discuss and coordinate program operations, curriculum changes, development, and evaluation activities
• Encourage and develop new opportunities and partnerships with other institutions of higher education
• Procure, monitor, and maintain contracts with acute, long-term care, transitional care, and community site facilities for clinical instruction component of assigned program areas.
• Ensure that students and faculty are in compliance with clinical agencies' requirements for immunizations, health records, CPR, and background studies. Initiate and maintain articulation agreements with other academic institutions. Initiate and maintain clinical affiliation agreements.

Human Resource Management

Supervise the staff of the Nursing Programs and assigned disciplines/programs so the human resource needs of the college are met.

• Identify human resource needs and reallocate existing or create new positions as needed. Select new full-time faculty via formal search process; lead search process; and orient new staff. Recruit, select, and orient part-time and adjunct faculty in collaboration with the Dean and Human Resources.
• Support effective teaching, new technological and teaching innovations including online teaching/learning and simulation.
• Evaluate faculty and staff in a timely manner to promote opportunities for enhancement of teaching and professional skills as well as quality learning environments for the students.
• Consult with HR to apply collective bargaining unit agreement/union contract provisions per statewide and Minnesota State guidelines.
• Supervise program chairs, directors, coordinators and administrative staff in the departments assigned.
• Recommend sabbatical plans to the academic dean or vice president and approve staff development activities.
• Review individual development plans on an annual basis with all employees.

Class Schedule Development

Lead the process and coordination of class schedule development so courses are available to meet student demand and instructor availability.

• Review enrollment patterns, cost/benefit information, and other data to identify class schedule opportunities, issues, and needed changes.
• Plan annual schedule of classes for each discipline/program. Ensure instructor input and review of class schedule proposal.
• Modify class schedule as necessary to meet student, program and budget needs.
• Schedule students and faculty at off-campus clinical learning sites within the multitude of acute, long-term, transitional care facilities and community agencies

Grants, Accreditation, Program Review, Research

• Identify appropriate grant opportunities for faculty and supervisory areas; develop, monitor, and direct grants.
• Oversee all college and program accreditation processes that fall under supervisory areas; collaborate with other areas of college on accreditation action plans and process improvement initiatives.
• Coordinate the review of data (student outcome data, survey data, advisory committee feedback, and program-specific data) and its use in college and program planning and decision-making.
• Coordinate program review processes for the all disciplines and programs under supervision; contribute materials to the campus program review report to Office of the Chancellor and other appropriate constituents.
• Identify and use appropriate research to support decision-making and to document accountability and results.

Student Advising

Advocate for students consistent with the College's educational mission. Oversee students and resolve student issues for courses within the assigned disciplines/programs. Assist students with occupational program planning and career planning.

• Provide guidance in conflict situations related to student appeals, petitions, grading, faculty/student issues, etc.
• Work cooperatively with the Dean of Students in resolving student conduct issues.
• Work cooperatively with the Director of Human Resources in resolving student issues related to employee conduct.
• Conduct or ensure timely responses, verbally or in writing, to daily inquires related to admission requirements, liberal arts requirements, immunization and health requirements. Involve faculty, advisors, and support staff as appropriate.
• Consider and make decisions that relate to advanced placement or transfer into the assigned disciplines/programs.
• Respond to employers' requests for letters of recommendation or verification of student enrollment.
• Meet with students to discuss occupational demands, employment opportunities, and professional organizations.
• Provide scholarship information to students; write letters of recommendation.
• Provide information sessions to prospective students both on-campus and at area high schools, other higher education institutions, and in the community.
• Coordinate advisory support to the MSCS Nursing Club.
• Review and respond to academic and program petitions.
• Provide information and assistance to advising, records and admissions staff.

Program Information and Marketing

Contribute to the development of information for students, other educational institutions, businesses, and the public about MSCS's programs/opportunities so that the college is visible and meeting customer needs.

• Work with the Marketing Director to develop promotional material and activities.
• Develop and maintain contacts with community, educational, business, government, and industry leaders.
• Provide liaison relationship with accrediting boards, external agencies, and other program directors.
• Foster congruency of program with clinical practice by seeking information from program advisory board members and serving on other health science/nursing advisory boards.
• Maintain agency and individual memberships/leadership positions in professional organizations.
• Establish and maintain on-going collaborative relationships with healthcare agencies, preceptors, clinical staff, other Deans and Directors of healthcare programs.
• Establish community liaison relationships including serving on community boards, and other educational healthcare initiatives that foster progressive changes in healthcare education and delivery.
• Maintain and update admission (written and online) materials for the program/discipline areas of supervision.

Budget Development and Management
Plan and monitor expenditures so that spending is within the approved budget. Ensure resources for programs/disciplines are adequate to meet the instructional needs of faculty and students.

• Work cooperatively with college personnel to identify, prioritize, and recommend budget needs for the programs/disciplines.
• Develop and manage program budgets; monitor expenditures within the approved budgets.
• Review budget for reallocation process; identify new opportunities and/or funds.
• Resolve budget issues with appropriate faculty and Dean.
• Monitor budgets for grants; in collaboration with academic deans, develop funding plan for Perkins Grants.

Facilities

Oversee utilization of campus space.

Monitor and make recommendations on improvements to areas of the facility where programs reside. Ensure classroom and lab bookings are maintained in the college system to ensure adequate tracking of space utilization. Be proactive in recommending any improvements to and/or usage of the total college facilities and grounds. Serve on campus-wide facilities advisory committee as needed.

Perform other duties as assigned so that the administrative needs of the college are met.

• Develop functions or initiatives identified as strategically important to the College. This may include managing grant-funded programs or initiatives.
• Develop the project using a project management approach. Develop and implement a sustainability plan for the function or initiative once the project is complete.
• Ensure the function or initiative has an evaluation plan embedded in its development. Ensure the plan is implemented and data gathered are used to guide improvements.
• Lead or participate in campus and/or statewide committees dealing with special academic initiatives and occupational programs.
• Represent and actively promote Minnesota State College Southeast as opportunities present themselves.
• Maintain records/reports of projects, activities, and decisions.
• Serve on college committees, councils, and work teams as assigned.

Minimum Qualifications

• Master's degree in nursing from a regionally or nationally accredited college or university recognized by the United States Department of Education, by the Council for Higher Education Accreditation or its successors, or by a comparable organization if the graduate degree is from an educational institution from a foreign country;
• Current unencumbered Minnesota registered nurse license and current registration.
• Two full-time years of paid work experience as a registered nurse at the professional level.
• Ability to evaluate healthcare programs, develop policies, make changes and recommendations in terms of acceptable program standards, and implement changes and/or new programs.

• Highly effective interpersonal and communication skills.

Preferred Qualification

• Doctoral degree in nursing from an accredited institution.
• Two to five years' experience in administration of collegiate nursing programs.
• Understanding and knowledge of classroom, lab, clinical and simulation teaching methods, skills, and issues.
• Understanding of an array of academic areas/programs and related issues.
• Demonstrated success increasing educational achievement for underrepresented communities in higher education.
• Experience working with budgets.
• Knowledge of Minnesota State policies, procedures, and organizational structure and activities.
• Knowledge and understanding of post-secondary education (PSEO).
• Experience in grant writing and a record of successful achievement in securing grant funding.
• An understanding of the collective bargaining process and skill in employment contract administration.
• Two or more years' experience in supervising and or leadership in a medical or higher education environment.
