Job description

Summary Statement

This position is responsible for successful\r\nbi-weekly processing of the statewide payroll (PR) in the State's Accounting\r\nSystem (FSF), PR reconciliation to ensure completion of the transactions and\r\naccuracy of data to be distributed to OMB. This position is also responsible\r\nfor PR processes for calendar year end, fiscal year end, PR funding solution\r\nand first pay of the new fiscal year. This requires working during the July 4th\r\nholiday and weekends as needed. This position supports the Payroll Funding Adjustment\r\n(PFA) and Asset Management (AM) Module as a backup, handling Intergovernmental\r\nPFAs and AM month-end and fiscal year-end close. The PR SME works with the DTI\r\nERP technical team annually over a weekend for the archiving of the HR\r\nAccounting Line Table.\r\n

Since class specifications are descriptive and not restrictive, employees can complete job duties of a similar kind not specifically listed here.\r\n\r\n\r\n\r\n\r\n Provides guidance, direction, and recommendations to state agencies, organizations, vendors, or others in the assigned fiscal oversight function(s) at the State level.\r\n \r\n \r\n Reviews, analyzes, reconciles, and/or approves financial transactions, system processes, reports, or other financial data within integrated financial information systems.\r\n \r\n \r\n Interprets, explains, and ensures compliance with state and federal laws, rules, regulations, standards, policies, and procedures, as well as internal controls and reporting requirements.\r\n \r\n \r\n Researches, collects, analyzes, and interprets a variety of data and reports; obtains and clarifies information; and troubleshoots discrepancies, errors, unexpected results, or process flaws.\r\n \r\n \r\n Makes determinations, defines solutions, and appropriate action that maintain data integrity and security such as updates, corrections, reclassifications, adjustments, or changes to user access.\r\n \r\n \r\n Runs queries and prepares, analyzes, and distributes a variety of reports.\r\n \r\n \r\n Participates in analyzing state accounting services, automated financial information system(s), or software application(s) to determine functional and technical requirements and ensure business and user needs are met.\r\n \r\n \r\n Conducts special assignments and projects which may include system testing, upgrades, updates, and enhancements, statewide reporting, or compliance work.\r\n \r\n \r\n Makes recommendations for changes to processes, procedures, and forms to improve efficiency and internal controls.\r\n \r\n \r\n Uses automated information systems and computer software to research, review, analyze, document, and report on financial information.\r\n \r\n \r\n Delivers excellent customer service to internal and external customers and the public in person, electronically, or by written communication.\r\n \r\n \r\n Communicates and interacts effectively with people across cultures, ranges of ability, genders, ethnicities, ages, and races.\r\n \r\n \r\n May maintain, review, verify, and update system tables and configuration to ensure compliance with applicable laws, rules, and regulations and meet business needs.\r\n \r\n \r\n Performs other related duties as required.\r\n\r\n\r\n

Job Requirements

JOB REQUIREMENTS for State Accountant IV\r\nApplicants must have education, training and/or experience demonstrating competence in each of the following areas:\r\n\r\n\r\n\r\n\r\n Three years' experience in analyzing financial data to provide guidance and consultation to customers, managers, or others.\r\n Three years' experience in compiling, analyzing, and reporting on financial data to ensure effective and efficient accounting of funds or to make projections for financial planning.\r\n Two years' experience in making recommendations for changes or improvements to financial processes, procedures, forms, or automated financial information systems.\r\n Two years' experience in ensuring compliance with accounting or payroll laws, rules, regulations, standards, policies, and procedures.\r\n Six months' experience in narrative report writing.\r\n\r\n\r\n
